BOARD OF )MANAGERS (MEETING
SEPTEMBER 9, 2009
Board of 1\'lanagers present: John Kelly, Chairman, Orleans; George Flemming, Brewster;
Joy Brookshire, Eastham.
Others present: Jay Burgess, Chief Operator
1. Meeting called to order at 10:30 a.m..
2. A motion was made by George Flemming to approve the Board of Managers
Minutes dated August 21, 2009. This motion was seconded by Joy Brookshire and
unanimously approved and passed.
3. Chief Operator Updates - Jay Burgess:
• Process -Nitrogen numbers are in the low 20's mg. per liter, all other discharge
parameters are in the single digits, which is well below our limits.
DEP Inspection -Last Wednesday we had an inspection from DEP, which
appeared to go well. Jay went over the RBC units with the representative from
DEP. One RBC is in poor shape and Jay is ordering the appropriate media to
correct the problem on the No. 3 shaft ,which is scheduled to arrive early
October. Two machinists from Mountain Machine will be at the plant to remove
and rebuild the drives in all the RBC's.
• RBC's -Jay is working with Wright-Pierce Engineers to try and resolve why the
RBC's are failing at such a young age, and the possibility they were
manufactured wrong.
• Price Adjustment -The discharge price adjustment has taken place and the flow
that we had been losing is starting to come back.
4. A motion was made by George Flemming, through the Chairman, John Kelly, to
send afollow-up letter to Mike Giggey, Wright-Pierce Engineers, expressing the
Board's concern and dissatisfaction with the way in which we now are learning that
the RBCs' were built backwards and signed off on by our representative from
Wright-Pierce Engineers who designed the project. This motion was seconded
Joy Brookshire and unanimously approved and passed.
5. The Board reviewed the Districts' bank balances.
6. A motion was made by Joy Brookshire to approve Treasury Warrant No. 2.. This
motion ~~~as seconded by Ceorge Flemming and unanimously approved and passed.
7. A motion was made by Joy Brookshire to adjourn the meeting at 11:30 a.m.. This
motion was seconded by George Flemming and unanimously approved and passed.
