A RESOLUTION: INITIATING TOWN CODE AMENDMENTS TO RESTRICT
"THROUGH TRUCKS" ON BATTLEFIELD PARKWAY
WHEREAS, members of the Town Council have received complaints regarding large
trucks traveling on Battlefield Parkway; and
WHEREAS, pursuant to Leesburg Town Code § 32-119 (Motor trucks prohibited upon
streets of town, except where specifically permitted), as enabled by Code of Virginia § 46.2-1304
(Local regulation of trucks and buses), the Town Council may, by ordinance and in its judgment,
prohibit the use of trucks, except for the purpose of receiving loads or making deliveries, on
certain designated streets under the Town's jurisdiction; and
WHEREAS, Battlefield Parkway is a street under the Town's jurisdiction and may be so
restricted in the Town Council's judgment; and
WHEREAS, the Town Council is required to advertise and hold a public hearing to gather
public comment, to review a traffic engineering study performed by Town staff, and to post signs
at the beginning and end of the proposed restricted route in order to notify the public and receive
written comment from the public regarding the proposed restriction for a period of 30 days; and
WHEREAS, a copy of the public notice shall be sent to the Virginia Trucking Association;
and
WHEREAS, after 30 days, a public hearing shall be held and Town staff will compile
information regarding the traffic engineering and public comments and make recommendations to
Town Council; and
WHEREAS, if warranted by the Town Council, an ordinance will be adopted and "no
through trucks" signs will be installed at each end of the restricted routes and enforcement will be

conducted by the Leesburg Police Department.
THEREFORE, RESOLVED, the Council of the Town of Leesburg in Virginia initiates
amendments to the Town Code § 32-119 to add Battlefield Parkway to the list of streets where
through truck traffic is prohibited which shall include the holding of an advertised public hearing
as well as all other requirements under the Town's Policy and Procedures for Restricting Through
Trucks in Leesburg.
