A RESOLUTION: RE-AFFIRMING TOWN COUNCIL'S POSITION TO DELAY THE
OPENING OF THE KINCAID BOULEVARD EXTENSION
WHEREAS, in accordance with Town Resolution 2011-037,the Council has held a
position to delay the opening of the Kincaid Boulevard Extension southward until such time as
Crosstrail Boulevard is completed from Sycolin Road to Russell Branch Parkway; and
WHEREAS, in November 2015, the County of Loudoun Board of Supervisors formally
requested the Town Council to reconsider its position in order to allow the County to open the
Kincaid Boulevard Extension; and
WHEREAS, at the May 9, 2016 Town Council Work Session,the Council discussed the
County's request.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
1. The Council re-affirms its position to delay the opening of the Kincaid Boulevard
Extension southward until such time as Crosstrail Boulevard is completed from Sycolin
Road to Russell Branch Parkway.
2. The Town Manager is authorized to send a letter to the County of Loudoun
Administrator re-affirming the Town Council's position.
