HomeMy Public PortalAbout2016_06_14_R079 Awarding the Construction Contract for the East Market St Waterline Improvements Project The Town of Leesburg, Virginia PRESENTED June 14. 2016 RESOLUTION NO.: 2016-079 ADOPTED June 14. 2016 A RESOLUTION: AWARDING THE CONSTRUCTION CONTRACT FOR THE EAST MARKET STREET WATERLINE IMPROVEMENTS PROJECT TO UTILITIES UNLIMITED, LLC IN THE AMOUNT OF $110,830. WHEREAS, the East Market Street Waterline Improvements project is part of the Miscellaneous Waterline and Sanitary Sewer Improvements and Repairs project which is a funded capital project; and WHEREAS, this contract award is for waterline improvements on East Market Street comprising of the removal of existing waterline and the installation of new waterline in the general location of Church to Harrison Streets; and WHEREAS, in response to a public solicitation for construction bids for the East Market Street Waterline Improvements project, the Town received three bids on April 14, 2016 as follows: • Utilities Unlimited, LLC $228,375.00 • Fuog Interbuild $232,415.00 • LaTerre Construction $238,100.00 WHEREAS, the bids were evaluated by the Director of the Department of Utilities and the Chief Procurement Officer in accordance with the Town's Procurement Policy; and WHEREAS, Utilities Unlimited, LLC was determined to be the lowest responsive and responsible bidder; and WHEREAS, staff negotiated with Utilities Unlimited, LLC in accordance with the Virginia Public Procurement Act and lowered the project cost to $110,830; and -2- A RESOLUTION: AWARDING THE CONSTRUCTION CONTRACT FOR THE EAST MARKET STREET WATERLINE IMPROVEMENTS PROJECT TO UTILITIES UNLIMITED, LLC IN THE AMOUNT OF $110,830. WHEREAS, flagging hours were reduced for anticipated project duration and construction survey and concrete work was removed from Utilities Unlimited, LLC's contract in order to save costs and complete work under existing continuing services contracts; and WHEREAS, this is a unit price contract and the estimated quantities multiplied by the unit price have established the not to exceed contract price; and WHEREAS, change order procedures are detailed in the bid specifications; and WHEREAS, no additional funding is needed to award this contract. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the Town Manager is authorized to execute a contract, in a form approved by the Town Attorney, with Utilities Unlimited, LLC in the amount of $110,830 for the East Market Street Waterline improvement project.
