Leesburg Town Council Swearing-In Ceremony
Set for January 3, 2013 at 6:00 p.m.
Leesburg, VA (December 18, 2012) – The Leesburg Town Council will hold a swearing-in
ceremony for Mayor Kristen C. Umstattd and Council Members David S. Butler, Thomas S.
Dunn, II, and Katie Sheldon Hammler on Thursday, January 3, 2013 at 6:00 p.m. at the Ida Lee
Park Recreation Center (60 Ida Lee Drive NW). A reception for the newly sworn-in members of
the Town Council will immediately follow the ceremony.
Kristen C. Umstattd will be sworn in for her sixth two-year term as the Mayor of Leesburg.
Mayor Umstattd was first elected to the Leesburg Town Council in 1992 and was re-elected to
Council in 1996 and 2000. She was named Vice Mayor in 2000 and first elected Mayor in 2002.
A native of Philadelphia, Pennsylvania, Mayor Umstattd has been a Leesburg resident since
1987. She holds a bachelor’s degree from Yale University and a juris doctor degree from Yale
Law School, and is a veteran of the U.S. Naval Reserve. Mayor Umstattd and her husband,
Charles Moss, have a joint law practice in the Town of Leesburg. Their daughter, Kendrick, is a
sophomore at Loudoun County High School.
David S. Butler will be sworn in for his second four-year term as a Leesburg Council Member.
Council Member Butler was a member of the Leesburg Planning Commission, Utility Rate
Advisory Committee and Standing Residential Traffic Committee prior to his election to Council
in 2008. He also chaired the SE/SW Trails Committee during the summer and fall of 2006. He
holds a B.S. degree in Electrical Engineering from Clarkson University and a M.S. degree in
Manufacturing Engineering from Syracuse University. A native of Oswego, New York, Council
Member Butler moved to Leesburg in early 2002. He is the Chief Security Officer for National
Electronics Warranty in Sterling, VA. He is married to Pamela Butler, President of Loudoun Lyric
Opera, and they have two sons, Alex and Daniel.
Thomas S. Dunn, II, will be sworn in for his second four-year term as a Leesburg Council
Member, having been first elected to the Town Council in 2008. Council Member Dunn served
on the Leesburg Planning Commission and the Leesburg Economic Development Commission
prior to his election to the Council. He holds a B.S. degree in Social Studies from Mary
Washington College, which is today the University of Mary Washington, in Fredericksburg.
Katie Sheldon Hammler was first elected to the Leesburg Town Council in 2004 and will be

sworn in for her third four-year term as a Council Member. She served as Vice Mayor from
2006 to 2008. Prior to her election to Council, she served on the Leesburg Economic
Development Commission. A former Captain in the U.S. Army Reserves, Council Member
Hammler earned a B.A. in International Relations from Brown University (R.O.T.C. scholarship)
and an MBA in Information Systems Management from The George Washington University
where she graduated Beta Gamma Sigma. She is also a 2004 graduate of the Virginia Certified
Planning Commissioner's Program (VCPA). Council Member Hammler was recently re-elected
the Town Section Chair of the Virginia Municipal League (VML) and serves on VML’s Executive
Committee. She is President & CEO of KSH Technology Solutions, LLC, a Woman-
Owned/Veteran-Owned Small Business (WOSB/VOSB). She and her husband Rich have been
residents of Leesburg for 18 years. They have two children, Kathryn and John.
