A RESOLUTION: AUTHORIZINGITHE TOWN MANAGER TO EXECUTE AN
AGREEMENT WITH THE VIRGINIA DEPARTMENT OF
TRANSPORTATION FOR FUNDING OF THE BATTLEFIELD
PARKWAY TRAIL ACROSS THE ROUTE 15 BYPASS PROJECT
AND AMEND THE FISCAL YEAR 2016-2021 CAPITAL
IMPROVEMENT PROGRAM TO APPROPRIATE FUNDING TO
FISCAL YEAR 2017 FOR THE PROJECT
WHEREAS, the Battlefield Parkway Trail Across the Route 15 Bypass project is
included in the Town's Fiscal Year 2016-2021 Capital Improvement Program with funding in
Fiscal Year 2021; and
WHEREAS, completing this trail will improve access for pedestrians and bicyclists; and
WHEREAS, the Virginia Department of Transportation has awarded a Highway Safety
Improvement Program Grant ("Grant") to the Town totaling $726,000 for the project; and
WHEREAS, the Grant request amount of$726,000 represents 100% of eligible project
costs; and
WHEREAS, the Grant requires that the project begin in Fiscal Year 2017; and
WHEREAS, the Grant provides sufficient funding to be appropriated to Fiscal Year 2017
in the Capital Projects Fund to cover the estimated costs associated with design and construction
of the Battlefield Parkway Trail across the Route 15 Bypass project.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that:
SECTION I. The Town Manager is authorized to execute any and all documents
associated with the Virginia Department of Transportation grant agreement for the Battlefield
Parkway Trail across the Route 15 Bypass project.
SECTION II. The Fiscal Year 2016-2021 Capital Improvements Program is hereby
amended, and

SECTION III. An appropriation in the amount of$141,000 deriving from Virginia
Department of Transportation's Highway Safety Improvement Program is made in Fiscal Year
2017 to design and begin construction of the Battlefield Parkway Trail across the Route 15
Bypass project.
