UPPER CHARLES TRAIL COMMITTEE

MINUTES
Members present: Bob Snyder, Jane Moran, Eli Post, Eric Sonnett, Barry Rosenbloom, Cynthia
Esthimer, Ken Parker
Members absent: Irfan Nasrullah, Jim Ciriello
VHB staff present: Matthew Chase, Christine Champeau
1. VHB Update:
• Matt is working on the new Environmental Notification Form (ENF) which he hopes to
be able to submit by shortly after Thanksgiving.
• Jane, Elaine, Eric, Norman, and Dave Daltorio met to discuss the public meeting to be
held on December 8. This meeting is intended to present a progress report on the
Hopkinton portion of the Upper Charles Trail.
• Matt suggested preparing a Google Earth “video” that might clearly present the trail
alignment to both TV and in-person meeting attendees.
2. Mass Trails Grant application: Eli is working with Matt on a single Mass Trails Grant
application for the engineering of the EMC Park/Marathon School trail segment. He’s
been before the school committee to discuss this segment. Matt noted that the Mass Trails
Grant program is the relatively fast track program while the “Safe Routes to Schools”
program is essentially the Mass DOT program, which typically takes longer to complete.
3. Liaison Reports:
• Town Manager – Eric reported that Town Manager Norman offered that his office and
other town officials (engineers, etc.) be present when HUCTC presents projects before
town committees and at public meetings.
• Community Preservation Committee – The CPC has our request for funding engineering
for Segments 5 and 6.
• Trails Coordination and Maintenance Committee – Ken reported that TCMC will
working on various trails behind Center School and behind Abbot Farm. Some erosion
has occurred on Center and Echo Trails following the heavy rainfall of the past month.
TCMC has a Saturday workday planned to address these issues.
• School Committee – Jane will bring them up-to-date at tomorrow night’s meeting.
4. Draft minutes of the 10/6/21 and other previous meeting minutes: deferred
6. Next Meeting: 11/17/21 in a Town Hall room to be determined.
The public meeting was adjourned at 6:25PM.
