RESOLUTION NO. 2016-133 ADOPTED October 11, 2016
A RESOLUTION: AWARDING A DESIGN CONTRACT FOR THE EVERGREEN MILL
ROAD WIDENING PROJECT TO WSP/PARSONS BRINKERHOFF IN
THE AMOUNT NOT-TO-EXCEED $898,144.35.
WHEREAS, the Evergreen Mill Road Widening project is a funded capital project; and
WHEREAS, in response to a public solicitation to provide design and engineering services
for this project,the Town received 18 proposals on May 26, 2016; and
WHEREAS, the received proposals were evaluated by an evaluation committee in
accordance with the Town's procurement policy; and
WHEREAS, WSP/Parsons Brinkerhoff was rated first by the evaluation committee to
provide the design and engineering services for this project; and
WHEREAS,the Director of Public Works and Capital Projects and the Chief Procurement
Officer recommends awarding the design contract for this project to WSP/Parsons Brinkerhoff.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute a contract, in a form approved by the Town Attorney, with
WSP/Parsons Brinkerhoff in the amount not to exceed $898,144.35,paid on actual hours spent for
providing the design and engineering services for the Evergreen Mill Road Widening project.
