A RESOLUTION: LETTER TO THE COUNTY OF LOUDOUN REQUESTING FUTURE
BUS SERVICE CONNECTING COMPASS CREEK DEVELOPMENT
WHEREAS, the Town of Leesburg and the County of Loudoun executed a Memorandum of
Understanding (MOU) in May 2014 regarding the delivery of local fixed route transit service; and
WHEREAS, as part of this MOU, all the baseline transit service within the Town of Leesburg
corporate limits is to be funded and provided by the County of Loudoun; and
WHEREAS, the Compass Creek is a 550 acre master planned development located south of
the Town of Leesburg corporate limits between the Dulles Greenway and the Leesburg Executive
Airport; and
WHEREAS, the first phases of construction of the Compass Creek development totaling
775,000 of total square feet of retail, office, industrial, hotel and other commercial uses is anticipated
to be completed in 2018.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Mayor is hereby authorized to submit a letter to the County of Loudoun requesting an expansion of
the baseline local fixed route transit services to include a future connecting route from within the
corporate limits of Leesburg to Compass Creek property once the first phase of the development is
open to the public:

Re: Town of Leesburg Request for Expansion of Local Fixed Route Transit Baseline Services
Dear Chair Randall and Supervisors:
As you are aware, the County of Loudoun is responsible for funding and managing the baseline
level of transit services within the Town of Leesburg corporate limits. On behalf of the Town
Council,this letter serves as a request for the expansion of the baseline level of local transit services
within the corporate limits of the Town to include:
• an expanded route to the cluster of public schools that includes Frances Hazel Reid
Elementary, Smart's Mill Middle, and Tuscarora High schools; and
• a connecting route from within the Town to the Compass Creek property upon completion
of construction anticipated to be by the end of calendar year 2018.
There are limited transit services in the corridor surrounding the cluster of schools in the northern
area of the Town's corporate limits. Town residents have made frequent requests to the Town
Council for public transit services to the schools. Generally, the schools within Town corporate
limits are among the most populated locations throughout the day and during events. Many
residents who work at the facilities or have family members attending the schools as well as some
students who participate in after-school activities are currently without any public transit options.
Adding an extended route through this corridor will most likely generate increased utilization of
the transit system.
The Compass Creek development is anticipated to include up to 775,000 total square feet of office,
retail, industrial, hotel and other commercial uses, including the relocation of WalMart from the
Shenandoah Square Shopping Center within the Town's corporate limits. As such,retaining local
fixed-route transit services for Town residents to this development is an essential baseline need for
the town-wide transit system.

The Town Council hereby requests the Board of Supervisors' support and approval for County
Transit staff to continue to work with Town staff in developing a planned route, conduct outreach
to Town and County stakeholders, and present the proposed route changes for Town Council's
approval.
