RESOLUTION NO. 2016-138 ADOPTED October 25, 2016
A RESOLUTION: AWARDING THE EQUIPMENT PROCUREMENT CONTRACT FOR
THE CATTAIL BRANCH SEWAGE PUMPING STATION UPGRADE
PROJECT TO SYDNOR HYDRO, INC. IN THE AMOUNT OF $257,460.
WHEREAS, the Cattail Branch Sewage Pumping Station Upgrade project was funded in
the Fiscal Year 2016 Department of Utilities budget in the amount of$552,591.72; and
WHEREAS, Town Council Resolution 2016-078 appropriated Fiscal Year 2016 project
funding in the amount of$552,591.72 to Fiscal Year 2017; and
WHEREAS,this contract award is for the procurement of equipment to be replaced at the
Cattail Branch pumping station; and _
WHERAS,the installation services for the equipment will be bid separately this fiscal year;
and
WHEREAS, in response to a public solicitation for construction bids for the Cattail Branch
Sewage Pumping Station Upgrade project, the Town received one bid on October 13, 2016 as
follows:
• Sydnor Hydro, Inc. $257,460.00
WHEREAS,the bid was evaluated by the Director of the Department of Utilities and the
Chief Procurement Officer in accordance with the Town's Procurement Policy; and
WHEREAS, Sydnor Hydro, Inc. was determined to be the lowest responsive and
responsible bidder; and
WHEREAS, this is a unit price contract and the estimated quantities multiplied by the unit
price have established the not to exceed contract price; and
WHEREAS, change order procedures are detailed in the bid specifications; and

PROJECT TO SYDNOR HYDRO, INC. IN THE AMOUNT OF $257,460.
WHEREAS, no additional funding is needed to award this contract.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute a contract, in a form approved by the Town Attorney, with
Sydnor Hydro, Inc. in the amount of$257,460 for replacement of equipment for the Cattail Branch
Sewage Pumping Station Upgrade project.
