Minutes of the Committee of the Whole Workshop of the President
and the Board of Trustees
Held on June 12, 2023
In the Boardroom
Mayor Argoudelis called the meeting to order at 7:09 p.m. Board present: Mayor Argoudelis,
Trustee Kiefer, Trustee Larson, Trustee Ruane, Trustee Wojowski, Trustee Bonuchi, and Trustee
Kalkanis. Others present: Joshua Blakemore, Administrator; Michelle Gibas, Village Clerk; Amy
De Boni, Community Relations Director; Scott Threewitt, Public Works Director; Jon Proulx,
Planning Director; Lonnie Spires, Building Official; and Robert Miller, Chief of Police. There were
approximately 13 persons in the audience.
Trustee Kiefer requested to amend the minutes to reflect his statements more accurately.
Trustee Larson moved to approve the amended Minutes of the Committee of the Whole Workshop
held on May 22, 2023. Second by Trustee Kalkanis. Vote by roll call. Kiefer, yes; Larson, yes;
Ruane, yes; Wojowski, yes; Bonuchi, yes; Kalkanis, yes. 6 yes, 0 no. Motion carried.
PRESIDENTIAL COMMENTS
Mayor Argoudelis:
• Proclaimed June 2023 as Pride Month.
• Informed everyone about an upcoming announcement pertaining to a Flag Contest. Mayor
Argoudelis noted that Trustee Kalkanis has agreed to be on the committee.
TRUSTEE COMMENTS
No comments.
PUBLIC COMMENTS
Seth Norcross expressed concern regarding the Pride Proclamation.
Glenn Bilkis expressed concern regarding the Pride Proclamation.
Mika Freeman, Will County Board Member, stated that she looks forward to working with everyone.
WORKSHOP
1) RIVER RESTORATION PROJECT
Representatives of the Lower DuPage River Watershed Coalition and Hey & Association gave an
update on the river restoration project. Representatives gave a presentation highlighting the goals,
site survey, wetlands assessments, final engineering design, hydraulic modeling, permitting, and
plans, specifications and estimates. Representatives also reviewed examples of improvements, and
next steps.
Trustee Bonuchi commented on potential improvements to the west side. Trustee Ruane stated that
he would like to have public input on the project as well.
Mayor Argoudelis thanked everyone of the presentation and read the reminders.

Trustee Larson moved to adjourn to Executive Session as permitted under the Open Meetings Act
under Section 2(c)(11)to discuss pending litigation, not to reconvene. Second by Trustee Bonuchi.
Vote by roll call. Kiefer,yes; Larson, yes; Ruane,yes; Wojowski, yes; Bonuchi,yes; Kalkanis, yes.
6 yes, 0 no. Motion carried.
The meeting adjourned at 7:57 p.m.
