A RESOLUTION: ACCEPTING A DONATION OF REAL PROPERTY AND
AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT TO
DONATE REAL PROPERTY AND DEED OF GIFT FROM GAIL S.
ALBERTS AND JANET C. LICKEY
WHEREAS; Gail S. Alberts and Janet C. Lickey are the owners of a certain tract or parcel of
land located on the east side of Sycolin Road and identified by the Loudoun County property
identification number (PIN) 189-26-2678-000, Tax Map Number /48////////78A; and
WHEREAS, the landowners wish to donate the land to the Town of Leesburg by Deed of
Gift: and
WHEREAS. the Town of Leesburg is empowered by Virginia Code Sections 15.2-1800 to
acquire real property by gift for public use; and
WHEREAS, the donation of the property to the Town would eliminate the only private
property ownership in the area between Sycolin Road, Route 7/15 Leesburg Bypass and the W&OD
trail; this donation will help with the protection of the area along Tuscarora Creek within the stream
valley buffer by helping ensure the property remains undeveloped; future uses of the property could
include construction of a trail along Tuscarora Creek or a passive park along the stream channel;
and ownership of the property may eliminate the necessity to acquire land rights along the east side
of Sycolin Road for the installation of a traffic signal at the intersection of Sycolin Road and
Gateway Drive if it becomes necessary to install a traffic signal at this intersection in the future; and
WHEREAS, the Town agrees to pay the second half of Town real estate taxes in exchange
for the donation of the property.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia that the
certain tract or parcel of land located on the east side of Sycolin Road and identified by the Loudoun

County property identification number (PIN) 189-26-2678-000, Tax Map Number /48////////78A is
hereby accepted by the Town and further, the Mayor is authorized to execute a Deed of Gift and
Agreement to Donate Property on behalf of the Town transferring the land to the Town of Leesburg
and authorizing the payment of any Town real estate taxes due at the time of closing, so long as the
documents are approved by the Town Attorney
