A RESOLUTION: CONFIRMING THE PROCESS TO BE USED BY TOWN COUNCIL TO
SELECT FROM PERSONS INTERESTED IN SERVING ON TOWN
COUNCIL FOR AN INTERIM PERIOD DURING THE YEAR 2017
WHEREAS, Town Council will appoint a Council member to fill the vacancy that will be
created when Vice Mayor Kelly Burk becomes Mayor on January 1, 2017; and
WHEREAS, the intended term of the appointment will run from January 2017 until a special
election is held in the year 2017; and
WHEREAS, the Town Council is interested in formally confirming the process to be used to
select from persons interested in serving on Town Council for an interim period in the year 2017.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia that the
formal process that Council intends to use in order to select from persons interested in serving on
the Town Council for an interim period that is intended to run from January 2017 until a special
election is held in the year 2017 will be as follows:
SECTION I. Interested persons who are qualified voters of the Town of Leesburg are asked
to submit a confidential letters of interest and professional resumes addressed to the Clerk of the
Council no later than noon on Wednesday. December 21, 2016 for consideration by Town Council.
SECTION II. On December 22, 2016, the Clerk of the Council will provide copies of all
received documents from interested individuals to the Town Council members that will be in office
on January 1, 2017.
SECTION III. Town Council members will notify the Clerk of the Council in writing of
their top three candidates in order of preference by December 29, 2016.

SECTION IV. The Clerk of the Council will compile the scores from the Council members
and notify the full Council of the top three candidates on December 30, 2016.
SECTION V. Mayor Elect Kelly Burk will notify the top three candidates and request that
the finalists make a public presentation to the full Council on January 9, 2017 that addresses the
following questions:
(a) Why are you interested in filling the vacant seat on Town Council?
(b) What unique skill set or experience do you offer?
(c) What do you believe are the top three priorities the Council should focus on over the next
two years?
SECTION VI. On January 9, 2017, the Town Council will deliberate and vote to appoint a
person for an interim period on Council that is intended to be from January 2017 until a special
election is held either in the spring of 2017 or on the date of the general election, November 8, 2017.
