RESOLUTION NO. 2016-R163 ADOPTED December 13, 2016
A RESOLUTION: AWARDING CONTRACT TO LUCITY FOR SOFTWARE,
IMPLEMENTATION, AND SUPPORT SERVICES FOR AN ASSET
MANAGEMENT SYSTEM IN THE AMOUNT OF $115,400.00.
WHEREAS. the Town recommends utilizing an Asset Management System as a core
business tool to capture, maintain, and report on data related to Town assets, associated work orders
and service requests; and
WHEREAS, the proposed system interfaces with other business systems; including Financial
and Geographical Information Systems (GIS); and
WHEREAS. the Asset Management System was funded in the Fiscal Year 2016 Department
of Utilities budget in the amount of $100.000.00; and
WHEREAS, Town Council Resolution 2016-078 appropriated Fiscal Year 2016 project
funding in the amount of $100,000.00 to Fiscal Year 2017; and
WHEREAS, a request for proposals was prepared and duly advertised; and
WHEREAS. 17 software and service firms submitted proposals for the work; and
WHEREAS, the proposals were reviewed by an evaluation committee in accordance with
the Town's Procurement Policy and the requirements of the Request for Proposals; and
WHEREAS, the evaluation committee interviewed the four top ranked firms; and
WHEREAS, the evaluation committee selected Lucky as the most qualified candidate to
implement the asset management system for a negotiated amount of $115,400.00 for phase 1; and
WHEREAS, adequate funds have been appropriated by Council in FY 2017 budget for
phase 1 and future phases are subject to appropriation of funds in FY 2018; and

WHEREAS, the Procurement Officer, Information Technology Manager and Director of
Utilities recommends approval of this asset management system contract in the amount of
$115.400.00.
WHEREAS, no additional funding is needed to award this contract.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia hereby
authorizes the Town Manager to execute a contract, in a form approved by the Town Attorney, with
Lucity in the amount of $115,400.00.
