July 9, 2020 7:00 P.M. Greencastle City Hall & Zoom
Pledge of Allegiance
II. Call to Order; Roll Call
Mayor William Dory called the meeting to order at 7:00 PM; upon roll by Clerk-
Treasurer Lynda Dunbar the following were present: Mark Hammer, Adam
Cohen, Stacie Langdon, Veronica Pejril, Cody Eckert(ZOOM), Dave Murray
and Jacob Widner.
III. Public Petitions and Comments: None
IV. Special Requests
A. Street Closure Request- Main Street Greencastle-Mike Richmond-
B. Noise Ordinance Waiver Request-Main Street Greencaste-Mike
Richmond
Motion by Cody Eckert to approve both the street closure request and the
noise ordinance waiver with all the provisions set forth by the Governor's
office unless it is a 5.0 status, second by Jacob Widner, Roll Call Vote, 3-4,
motion denied.

B. Street Closure Request- Moore's Bar Street Closure Extension-
Motion by Adam Cohen to close Indiana Street till the Indiana Governor
allows restaurants to open at 100% capacity and it will be allowed
closed until the day after the next regular city council meeting , second by
Dave Murray, 7-0, motion carried.
C. Street Closure Request-Wasser Brewing for Street Dining Extension-
Motion by Jacob Widner to close Franklin Street till the Indiana Governor
allows restaurants to open at 100% capacity and it will be allowed
closed until the day after the next regular city council meeting , second by
Dave Murray, 7-0, motion carried.

VI. Reports
A. Mayor's Report- Mayor updated the Council on the following items:
• City Hall is now open, Reminder that utility bills can be paid online, by
mail and the drive thru.
• Continue to follow CDC guidelines related to the Coronavirus
• Jackson Street will be closing around August 1st to start some
drainage construction work.
• 2020 Street paving project is going out to bid.
• City Parks are open but please practice social distancing.
B. Clerk-Treasurer's Report- City Hall is open but we encourage our utility
customers to use the drive up window. Reminded utility customers to stay
current on their bills.
C. Councilors' Report-
Mark Hammer hopes school will be back in session and appreciates all the
hard work going into the these efforts. Adam Cohen- DePauw is working on
it plans on how students will be attending in the fall. Stacie Langdon is
inviting Brian Cox and Russel Harvey to our next council meeting to discuss
school start up. Veronica Pejril thanked the first responders for their hard
work and thanked everyone in our community for wearing masks. Jacob
Widner is reminding everyone about the school board meeting on July 15th
at 6:30.

Motion by Veronica Pejril to approve all the above minutes as presented,
second by Stacie Langdon, 7-0, motion carried
VIII. Approval of City Claims
A. Motion by Mark Hammer to approve claims as presented, second by Dave
Murray, 6-0 Stacie Langdon abstained because PCCS invoice, motion
carried.

A. Ordinance 2020-6 (First Reading) An Ordinance Amending Ordinance
2000-4, An Ordinance Designating Stop Intersections- Motion by Jacob
Widner to approve Ordinance 2020-6 on first reading, second by Veronica
Pejril, 7-0, motion carried.
B. Ordinance 2020-7 (First Reading) An Ordinance Amending the Text of
the City of Greencastle, Indiana Zoning Ordinance- Motion by Veronica
Pejril to approve Ordinance 2020-7 on first reading, second by Stacie
Langdon, 7-0, motion carried.
C. Hazard Duty Pay Continuation- No formal action
D. Unpaid Water Bill Collection and Shut-offs- No formal action
E. Welcome Letter to DePauw University Students- Motion by Adam
Cohen to approve and sign the university student letter, second by Stacie
Langdon, 7-0, motion carried.
Xl. Adjournment
Motion by Stacie Langdon to dismiss at 8:53 PM, second by Veronica Pejril,
7-0 roll call, motion carried.
