PRESENTED DECEMBER 13, 2016
ADOPTED DECEMBER 13. 2016
AWARDING THE CONSTRUCTION CONIRACT FOR THE
CHESAPEAKE BAY TMDL PROJECT TO SYNCHRONIZED
CONSTRUCTION SERVICES, INC. IN THE AMOUNT OF
51,187,499.00.
WHEREAS, the Chesapeake Bay TMDL project is a fully funded Capital Project; and
WHEREAS, the initial phase of the Chesapeake Bay TMDL project includes retrofit of
several existing stormwater management ponds, including the Greenway pond, the Foxridge pond,
the Stratford dry pond, and the Kohl's pond, and
WHEREAS, in response to a public solicitation for bids for construction of the initial
phase of the Chesapeake Bay TMDL project, the Town received bids on November 17, 2016 from
the following firms:
• Synchronized Construction Services, Inc.
• Madigan Construction Inc.
• Environmental Quality Resources
• Avon Corporation
• W.M. Schlosser Co.

WHEREAS, after bid opening, Kohl's indicated that they would not grant the Town
easement rights for the work; and
WHEREAS, with the deletion of the Kohl's pond from the contract, the new bid price for
this project is $1,187,499.00; and
WHEREAS, the bids were evaluated by the Capital Projects Manager and the Chief
Procurement Officer in accordance with the Town Procurement Policy; and

CONSTRUCTION SERVICES, INC. EN THE AMOUNT OF
$1,187.499.00.
WHEREAS. Synchronized Construction Services, Inc. was determined the lowest
responsive and responsible bidder; and
WHEREAS, no additional funding is needed to award this contract.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that:
The Town Manager is authorized to execute a contract in a form approved by the Town
Attorney with Synchronized Construction Services. Inc. in the amount of $1,187.499.00 for the
construction of the Chesapeake Bay TMDL project.
