Mr. Foster led a discussion which included a brief history of local and State water rights, the complex issues that we are currently facing and the difficulties municipalities will face resolving existing and future water rights issues. Mr. Foster suggested that the City develop a Comprehensive Water Plan based on historical growth and water consumption data and projections of future growth and the amount of water that will be needed. He stated that a 30-50 year plan would not be out of line even considering the estimates and assumptions that would be needed to complete such a long plan. Once established the plan should be updated annually.
