The BREWSTER AGRICULTURAL COMMISSION `::°

Held Thursday November 12, 2009 at 7:00 p.m. ` = ~ ~ `I

At the Brewster Town Office Building, 2198 Main Street, Room A
Present: Peter Hemnann, Heather Mangelinkx, Dave Crocker, Stephen Brown and Dave
Carlson
Mr. Herrmann called the meeting to order at 7:00 p.m.
Minutes of the July 23, 2009 meeting were accepted and unanimously approved by the
board.
~Iictor Staley came to the meeting to discuss zoning changes in the few areas of town that
don't permit agricultural, and to make some of the zoning laws more agriculture friendly.
When people are applying for an agricultural permit, he directs them to the District of
Critical Planning Committee as they are concerned with water protections. They will
assure the town that what you are doing is best land management. He also discussed
farmer's markets, suggested we talk with the planning board and the town planner as
these are not recognized as a use in the town zoning laws. Elizabeth Taylor was also at
the meeting and she reported that the planning board is ready to look at zoning for
agriculture issues. We may need a special permit for parking and traffic issues, perhaps
this should go before town meeting. The Drummer Boy Park is suitable for a farmer's
market as it is available for community events.
Andy Pollock from Dartmouth also came to the meeting to discuss farmer's markets as he
is interested in starting one in Brewster. His suggestions for a successful market would
depend on a visible location with good parking, diverse vendors, community supported,
use local farmers as much as possible, publicity and a good manager that is not a vendor
so he can resolve conflicts and vendor issues. He also suggested a community tent that
would have non profit related activities. Farmers should carry their own insurance which
is usually covered by a farm family umbrella insurance for farmers.
Dave Carlson motioned to end the meeting at 9:20 pm, David Crocker seconded the
motion and all agreed.
Respectfully submitted,
Heather Mangelinkx
