AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING THE CITY CODE, CHAPTER 8, ARTICLE I, SECTION 8-6, SECTION 8-7, SECTION 8-8, AND SECTION 8-9 BY INSERTING BY ADOPTION OF THE 2015 INTERNATIONAL MECHANICAL AND FUEL GAS CODES AND AMENDMENTS TO THE 2015 INTERNATIONAL MECHANICAL AND FUEL GAS CODES. NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. The City Code, Chapter 8 (Buildings and Building Regulations), Section 8-6, is hereby modified by inserting the adoption of 2015 International Mechanical Code: Sec.8-6 Adoption of the 2015 International Mechanical Code The 2015 International Mechanical Code,published by the International Code Council,Inc., is hereby adopted and incorporated herein by reference .as the Mechanical Code of the Cityof Jefferson, Missouri with the additions, insertions, deletions and changes contained within this chapter. Section 2. The .City Code, Chapter 8 (Buildings and Building Regulations), Section 8-7, is hereby modified by inserting the amendments to the 2015 International Mechanical Code: Sec.8-7 Amendments The following additions,insertions,deletions and changes are made to the 2015 International Mechanical Code,otherwise referred to herein as the Mechanical Code of the City of Jefferson: Section101.1: Insert the words"City of Jefferson"as the name of jurisdiction. Section 103: DEPARTMENT OF MECHANICAL INSPECTION Delete Sections 103.1 thru 103.3,and insert the following in its1p ace: Section 103.1: GENERAL The department of mechanical inspection known as the Department of Planning and Protective Services is hereby continued and the executive official in charge thereof shall be known as the Director.of Plannine and Protective Services. Wherever the words Code Official appears in this code,it shall mean the Director of Planning and Protective Services or his or her designee. Section 103.2: APPOINTMENT The Director of Planning and Protective Services shall be appointed and removed as provided by the City Code. Section 103.3:, DEPUTIES The Director of Planning and Protective Services shall recommend to the City Administrator the employment of building inspectors in sufficient numbers to assure enforcement of the Mechanical Code. Section 106.2 Permits not required.:Add the following item: "9. Boilers that are inspected by a state or federal agency. The contractor shallrp ovide inspection re orts to the code official to be qualified forep rmit exemption. Piping and other utility connections to and from the boiler are not exempt from permit." Section 106.5.2 Fee schedule-Add to this section: The fees for building constructionep rmits shall be set in Appendix Y of the City Code of the City of Jefferson. Section 106.5.3 Fee refunds—delete this section. Section 108 VIOLATIONS Delete Section 108.4 and insert in lieu thereof the following: Section 108.4 Violation Penalties. Anyep rson who shall violate a provision of this Code or shall fail to comply with any of the requirements thereof or who shall erect,construct,alter or repair mechanical work in violation of an approved plan or directive of the Code Official,or of aep rmit or certificate issued under the provisions of this code,shall be punished by a fine as set forth in Section 1-13 of the City Code.Each day that a violation continues shall be deemed a separate offense. Section 108.5 Stop work orders Replace aop rtion of the last sentence jahg be liable for a fine of not less than [AMOUNTI dollars or more than IAMOUNTI dollars. with "shall be subiect to the penalties specified in Section 108.4." Section 109 MEANS OF APPEALS_Delete this section in its entirety and insert the following in its1p ace• Section 109.1 Any owner,agent or otherep rson shall have the right to seek'u� dicial review of a decision of the code official refusing to grant a modification to the provisions of this Code covering the manner of construction or materials to be used in the erection,alteration or repair of mechanical work. Theetp ition for 'ud� icial review shall be to the circuit court of Cole County as established in Article 536 of the Revised Statutes of Missouri. Section 307.2.1 Condensate disposal_Add the following sentence: It is preferred that within structures, disposal of condensate should be made by an indirect connection to a sewersystem.
