AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING THE CITY
CODE, CHAPTER 8, ARTICLE II, SECTION 8-23 AND SECTION 8-24 BY INSERTING
THE ADOPTION OF THE 2015 INTERNATIONAL EXISTING BUILDING CODE AND
AMENDMENTS TO THE 2015 INTERNATIONAL EXISTING BUILDING CODE.
Section 1. The City Code, Chapter 8 (Buildings and Building Regulations),
Section 8-23, is hereby modified by inserting the adoption of 2015 International Existing
Building Code:
Sec.8-23 Adoption of the 2015 International Existing Building Code
The 2015 International Existing Building Code, published 6 the International Code
Council,Inc.,is hereby adopted and incorporated herein by reference as the Existing Building Code
of the City of Jefferson, Missouri with the additions, insertions, deletions and changes contained
within this chapter.
Section 2. The City Code, Chapter 8 (Buildings and Building Regulations), Section 8-24,
is hereby modified by inserting the amendments to the 2015 International Existing
Building Code:
Sec.8-24 Amendments
The following additions,insertions,deletions and changes are made to the 2015 International
Existing Building Code, otherwise referred to herein as the Existing Building Code ofthe CC of
Jefferson:
Section101.1: Insert the words"City of Jefferson"as the name of jurisdiction.
Section 103: Department of Building Safe _ Delete Sections 103.1 thru,103.3, and insert the
following in its1p ace:
Section 103.1: CREATION OF ENFORCEMENT AGENCY
The department of building safetv known as the Department of Planning and Protective
Services is hereby continued and the executive official in charge thereof shall be known as
the Director of Planning and Protective Services. Wherever the words Code Official
appears in this code,it shall mean the Director of Planning and Protective Services or his or
her designee.
Section 103.2: APPOINTMENT
The Director of Planning and Protective Services shall be appointed and removed as
provided bv the City Code.

The Director of Planning and Protective Services shall recommend to the City
Administrator the employment of building inspectors in sufficient numbers to assure
enforcement of the Existing Building Code.
Section 105.2 Work exempt from permit_add the following under the"Building" orp tion:
7. Non-structural building envelope repair work for existing structures covered under the
International Residential Code_one and two family dwellings.
Section 108.7 Add this section:
Section 108.7 Fee Schedule; The fees for building constructionep rmits shall be set in
Appendix Y of the City Code of the City of Jefferson."
Section 112 BOARD OF APPEALS_re lace this section with the following:
Section 112.1 Judicial Review.An owner,,a e�nt or other ep rson shall have the right to seek
ul dicial review of a decision of the code official refusing to grant a modification to the provisions of
this code covering the manner of construction or materials to be used in the erection, alteration or
repair of work covered by this code. The petition for 'udicial review shall be to the circuit court of
Cole County as established in Article 536 of the Revised Statutes of Missouri.
Section 113 VIOLATIONS_Delete Section 113.4 and insert in lieu thereof the following:
Section 113.4 Violation Penalties. Anyep rson who shall violate a provision of this Code or
shall fail to comply with any of the requirements thereof or who repairs or alters or changes the
occupancy of a building or structure in violation of the approved construction documents or directive
of the code official or of aep rmit or certificate issued under the provisions of this code, shall be
punished by a fine as set forth in Section 1-13 of the City Code. Each!Lay that a violation continues
shall be deemed a separate offense.
Section 116.6 Hearing_delete this section
Section 702A Window opening control devices.—Delete in the main paragraph "and one- and two-
family dwellings and townhouses regulated by the International Residential Code"
Section 708 ENERGY CONSERVATION—delete section
Section 811 ENERGY CONSERVATION—delete section
Section 908 ENERGY CONSERVATION—delete section
Section 1002.1 Compliance with the building code; Modify the last sentence of the first paragraph
...the building shall comply with all...l to "...the building or onlythe affected portion of the
building shall comply with all ofthe applicable requirements of the International Building Code."
Section 1012.8 Accessibility; Change"shall"to"should"in the first sentence.
Section 1106 ENERGY CONSERVATION—delete section
Section 1401.2 Applicability; _Change the first sentence to read "Existing structures in which there
is work..."

Section 3. The City Code, Chapter 8 (Buildings and Building Regulations),
"Sections 8-23 - 8-31. Reserved", is hereby modified by deleting and inserting "Sections
8-25 — 8-31. Reserved"
Section 4.. This Ordinance shall be in full force and effect from 60 calendar days
after the date of its passage and approval.
