ORDINANCE NO.
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING THE CITY
CODE, CHAPTER 8, ARTICLE II, SECTION 8-25 AND SECTION 8-26 BY INSERTING
THE ADOPTION OF THE 2015 INTERNATIONAL SWIMMING POOL AND SPA CODE
AND AMENDMENTS TO THE 2015 INTERNATIONAL SWIMMING POOL AND SPA
CODE.
Section 1. The City Code, Chapter 8 (Buildings and Building Regulations),
Section 8-25, is hereby modified by inserting the adoption of 2015 International
Swimming Pool and Spa Code:
Sec.8-25 Adoption of the 2015 International Swimming Pool and Spa Code
The 2015 International Swimming Pool and Spa Code, published by the International Code
Council,Inc.,is hereby adopted and incorporated herein bj reference as the swimming pool and spa
code of the C of Jefferson,Missouri with the additions,insertions,deletions and changes contained
within this chapter.
Section 2. The City Code, Chapter 8 (Buildings and Building Regulations), Section 8-26,
is hereby modified by inserting the amendments to the 2015 International Swimming
Pool and Spa Code:
Sec.8-26 Amendments
The following additions,insertions,deletions and changes are made to the 2015 International
Swimming Pool and Spa Code, otherwise referred to herein as the Swimming Pool and Spa Code of
the City of Jefferson:
Section101.1: Insert the words"City of Jefferson"as the name of jurisdiction.
Section 103: Department of Building Safe _ Delete Sections 103.1 thru 103.1 and insert the
following in its1p ace:
Section 103.1: CREATION OF ENFORCEMENT AGENCY
The department of building safety known as the Department of Planning and Protective
Services is hereby continued and the executive official in charge thereof shall be known as the
Director of Planning and Protective Services. Wherever the words code official appears in this code,
it shall mean the Director of Planning and Protective Services or his or her designee.
Section 103.2: APPOINTMENT
The Director of Planning and Protective Services shall be appointed and removed as
provided by City Code.

Section 103.3: DEPUTIES
The Director of Planning and Protective Services shall recommend to the City
Administrator the employment of building inspectors in sufficient numbers to assure enforcement of
the Swimming Pool and Spa Code.
Section 105.6.2 Add to this section the following:
The fees for building constructionep rmits shall be set in Appendix Y of the City Code of the
City of Jefferson.
Section 105.6.3 Delete this section fee refunds
Section 107 VIOLATIONS_Delete Section 107.4 and insert in lieu thereof the following:
Section 107.4 Violation Penalties. Any person who shall violate a provision of this Code or
shall fail to comply with an ofthe requirements thereof or who repairs or alters or changes the
occupancy of a building or structure in violation of the approved construction documents or directive
of the code official or of aep rmit or certificate issued under the provisions of this code, shall be
punished by a fine as set forth in Section 1-13 of the City Code. Each do that a violation continues
shall be deemed a separate offense.
Section 107.5 Stop work orders:_replace aop rtion the last sentence
"..shall be liable to a fine of not less than IAMOUNTI dollars or more than
[AMOUNTI dollars.)" with "...shall be liable for penalties_ specified in Section
107.4."
Section 108 MEANS OF APPEALS_replace this section with the following:
Section 108.1 Judicial Review. Any owner, agent or otherep rson shall have the right to seek
udicial review of a decision of the Code Official refusing to grant a modification to the provisions of
this code covering the manner of construction or materials to be used in the erection, alteration or
repair of work covered by this code. The petition for Judicial review shall be to the circuit court of
Cole County as established in Article 536 of the Revised Statutes of Missouri.
Section 3. The City Code, Chapter 8 (Buildings and Building Regulations),
"Sections 8-25 - 8-31. Reserved", is hereby modified by deleting and inserting "Sections
8-27 — 8-31. Reserved"

Section 4. This Ordinance shall be in full force and effect from 60 calendar days
after the date of its passage and approval.
