BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. The City of Jefferson, Missouri hereby accepts the amended Fire Department Examination and Selection Procedures, attached as Exhibit A. Section 2. This Ordinance shall be in full force and effect from and after the date of its passage and approval. Passed: 6,44 ,d /7 Approved: A /71 ' 1 Presiding Officer Mayor Carrie Tergin ATTEST: _ APPROVED AS TO FORM: ;ji y City Co nselor FIRE DEPARTMENT EXAMINATION AND SELECTION PROCEDURE Purpose This is a procedure to examine applicants and establish registers of qualified candidates for the positions of Fire Fighter, Fire Driver and Fire Captain. The examinations shall be conducted at any time the appointing authority, upon advice from the Fire Chief, determines the need for such registers. Announcements Examination announcements shall be posted on bulletin boards in each fire station and City Hall. In addition, examination announcements shall be advertised externally when the pool of internal candidates for the position being tested may not be adequate to fill anticipated vacancies. The study material list for any promotional examination shall be posted forty-five (45) days prior to the date of the examination and such materials shall be available to applicants. Completion of Employment Application Candidates for any employment or promotional examination shall complete an application on a form to be obtained*Gmprovided by the Human Resources office. Failure to complete an application form shall result in the applicant being refused permission to participate in any testing. Applications for admission to examinations must be received in the Human Resources office no later than the date specified in the notification. The appointing authority may reject the application of any person and may terminate any further processing of an application if it is found that the applicant has made a false statement in his or her application or has attempted to practice any fraud or deception in his or her application or examination. Eligibility Job applicants must meet the City's age and residency requirements as well as meeting all of the minimum qualifications as set forth in the job description. Candidates for the position of Fire Driver shall have a minimum of three (3) years of full time professional experience as a Fire Fighter. Candidates for the position of Fire Captain shall have a minimum of six (6) years of full time professional firefighting experience with at least three (3) years experience as a Fire Driver. Any equivalent combination of training and experience in a full time position which 1 provides the knowledge , ability and skill required of the positions of Fire Driver a nd Fire Captain as set out in the respective job descriptions may be accepted for qualifying purposes. Part-time step up within the department will be counted o n a day-for-day basis toward full time equivalency . No determination of eligibility sh a ll be made prior to the examination for employment or promotion . Admission to Examinations Prior to admission to any examination, applicants shall furnish proof of identification . Failure to report at the designated time and place for each step of the e xamination process shall be grounds for disqualification . The appointing authority may , however, for good cause shown , allow an applicant for employment or promotion to take the e xamination at a time other than scheduled. The appointing authority shall impose such conditions as will ensure that the contents of the examination are kept strictly confidential. Written Examination The written examination shall be a standardized and validated test obtained from a nationally recognized vendor. For Fire Fighter examinations, all applicants who meet the passing score recommended in advance by th e testing company will .,advance continue to the next step of the select ion process . Fo r Fire Driver and Fire Captain , PQoints w ill be awarded for each question answered correctly . The ma x imum points possible will be determined by the number of questions on the examination. The top twenty (20) finishing scores will advance to the next step of the selection process . Practical Examination The Practical Examination Board is hereby created and shall consist of six (6) members selected appointed by the Fire Chief. Of the six (6) members appointed by the Fire Chief, one member shall be a Fire Fighter, one member shall be a Fire Driver and one member shall be a Fire Captain unless there are none available. The Practical Examination Board shall score the practical examination . The practical ~e x amination shall be conducted as part of the examination process and shall consist of tests of skills and abilities that are requ ired to successfully perform the essential duties of the pos ition . 2 Every Fire Fighter candidate's performance at each practical examination component shall be rated on a pass/fail basis with the candidate having to pass all tests to have his or her name added to the register of qualified candidates. Candidates taking the Fire Driver practical examination shall be rated according to a performance scale . Scoring will be done independently on all components of the practical examination and the scores shall be averaged to derive a final overall score for the practical examination . Candidates taking the Fire Captain practical examination shall be rated according to a performance scale. Combined Examination Score The Combined Examination score for Fire Driver and Fire Captain shall be the average of the written examination and the practical examination. Experience Credit The appointing authority or designee shall determine whether required education and experience qualifications or equivalences have been met. Candidates for promotion to Fire Driver or Fire Captain shall receive an additional credit of one (1) point for each year of service beyond the minimum experience required for promotion up to a maximum of ten (1 0) points. Such additional points shall be added to the Combined Examination score and shall be the final eligibility score. For all eligible candidates, the final eligibility score shall be placed along with the applicant's name in the appropriate promotional register. Names of those not meeting the minimum experience requirements shall be placed on the register if they will meet the experience requirements within the two (2) year life of the register. Original Appointment and Promotional Registers Fire Fighter candidates who possess the minimum education and experience requirements , whose finishing score is in the top twenty (20) scores on the written examination , and who successfully complete pass the written and practical examination ~ shall have their names placed in rank order on a register of qualified candidates. Candidates for promotion to the position of Fire Driver or Fire Captain shall have their names placed in rank order on a promotional register. 3 Qualified candidates shall remain on the register for two (2) years if not appointed to fill a vacant position. At the expiration of the two-year period, such candidate's name shall be removed from the register. To be eligible for retesting at the time of the next examination, applicants must meet all of the eligibility requirements as described in the eligibility section of this procedure. Any Original or Promotional appointment shall be made from the top candidates on the appropriate register, provided however that any candidate may request that he or she not be considered for appointment to the position open at that time. If the candidate waives consideration for the open position, his or her name shall remain on the register and the candidate shall be eligible for consideration for the next open position unless the candidate again waives consideration. Interview When vacancies occur and a selection is to be made, the Fire Chief or his designate shall interview the top candidates as adjusted following waivers from the appropriate register. The Fire Chief shall interview no less than three (3) candidates for any opening. The interview process may include but is not limited to interview, reference checking, review of performance evaluations, background investigation, license verifications, drug testing and a review of previous education and training. Selection and Employment Offer The Fire Chief, giving due consideration to equal employment opportunity and affirmative action, shall select, with the approval of the City Administrator, the candidate who is the overall best suited for the open position based upon the combined results of the written examination, the practical examination, and the interview process. Physical Examination The Fire Chief shall schedule the candidate for a medical examination to ascertain his or her physical capability and fitness to perform the required duties. Appeal Any Fire Department employee who desires to appeal a decision concerning the promotional selection process may appeal administratively in accordance with the provisions of the Personnel Policy Manual.
