HomeMy Public PortalAboutResolution 73-13141 RESOLUTION NO. 73 -1314 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY CENSURING THE BOARD OF DIRECTORS OF THE LEAGUE OF CALIFORNIA CITIES WHEREAS, the statewide Initiative of Proposition 1 voted upon on November 6, 1973 was of a highly controversial nature; and WHEREAS, sufficient time existed between the 75th Annual League of California Cities Convention on October 24, 1973 and balloting for such Proposition on November 6, 1973 to take an official position regarding such proposition, if such was desired by the voting delegates to such Convention; and WHEREAS, the Board of Directors of the League of California Cities took unnecessary, premature action on such Proposition causing needless controversy; and WHEREAS, the Board of Directors of the League of California Cities caused to have expended considerable funds in staff hours and publications preparation expressing its view on Proposition 1; and WHEREAS, the League staff failed to present a balanced program at the 75th Annual Conference with respect to the pros and cons of such proposition, thereby causing dissention and bringing discredit to the 75th Annual Convention; and WHEREAS. the majority of delegates to such 75th Annual Convention voted, despite such "staged" one -sided programming of the Convention that no official position should be taken with regard to Proposition 1; and WHEREAS, the conduct of such Convention and the staff has raised considerable question of the manner in which appointments to the Board of Directors and major committees are being made. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES RESOLVE AS FOLLOWS: SECTION 1. That the new Board of Directors of the League of California Cities take official action of apology to Member Cities of the League for misconduct of the old Board with respect to the 75th Annual Convention and their actions with regard to Proposition 1. SECTION 2. Further that the Board of Directors take official action establishing as a matter of policy that the Board of Directors shall take no official position on highly controversial state -wide issues unless a majority of Member Cities approve such action by writing in advance or approve same in Convention. -1- 1 1 Resolution No. 73 -1314 SECTION 3. Further, that the Board of Directors shall take appropriate actions to insure that the programs of future conventions will assure equal time to both sides on con- troversial issues prior to presentation of any such issues for balloting by the Delegates to such Convention; and SECTION 4. Finally, that the State Board of Directors of the League of California Cities study and present for approval another method of selecting (by random lottery of member cities or other means) Directors at large and Com- mittee Memberships to resolve the increasing criticism that the preponderance of such appointments are made to insure concurrance with the philosophy of the majority of the staff and existing Board of Directors.
