Holmes SLATE Executive Director Stacey Fowler MSD Project Lead First Source Staffing Plan PURPOSE The program was developed pursuant to the goals provided by the current MSD Disparity Study and required by the Community Benefits Agreement (CBA). The First Source Hiring Program provides early access to target applicants for the MSD projects, sewer jobs and for employers to receive prompt, cost- free eligibility lists of qualified and available trained applicants. The First Source program is centered around 1) Training, 2) Employment 3) Compliance MSD enlisted the St. Louis Agency on Training and Employment (SLATE), an established government funded Job Training Agency, for the development of the First Source Hiring Program as required by the CBA. " Project Lead  Stacey Fowler The Project Lead will manage the human resources, capital assets and daily operation of the project, reporting to the Executive Director of SLATE. This person will also serve as the point of contact for the Executive level of all stakeholders involved, including MSD, Compliance Agent and the CBA Signatories. " SLATE Staff SLATE has designated three (3) FTE functional staff to support efforts to reach the designated goals. The functional staff will consist of two (2) Employment and Training Advisors and one (1) Administrative support personnel. PROJECT ROLES & RESPONSIBILITIES First Source Staffing Plan " The  First Source Hiring Program was established by the CBA to help MSD identify targeted applicants for MSD Project Contractors. " SLATE will implement a three-prong approach to service the Capital Improvement Replacement Program (CIRP) and First Source Hiring Program. SLATE will: 1) Assess 2) Refer 3) Track " SLATE has the ability to track the movement of applicants from entry point to employment. FIRST SOURCE HIRING PROGRAM First Source Staffing Plan " A rigorous screening process has been created to help evaluate the capabilities of each applicant. SLATE uses a four-stage intake process to assess the applicant s full employment potential. 1.Applicants must enroll in SLATE s client data system (Toolbox 2) 2.Complete an application 3.Complete the Construction inventory and pre-screening assessment 4.Complete an initial interview to evaluate and identify qualified candidates First Source Staffing Plan FIRST SOURCE HIRING PROGRAM continued SLATE and MSD will work together to educate the community about the First Source Program through: •Social Media •Website Presence •Promotional Materials •Press Releases •Information Sessions for prospective applicants and MSD Project Contractors •Other MSD approved Outreach Opportunities •Possible Grant Opportunities COMMUNITY OUTREACH STRATEGY First Source Staffing Plan " The First Source Hiring Program shall develop an eligibility list of applicants living in the MSD service area that are " Low-income " Unemployed " Underemployed " A goal of the First Source Hiring Program is to Re-employ Journeymen and Apprentices who are not working. " The next goal is to employ new applicants interested in construction work. This will allow SLATE to post the positions electronically through the Toolbox case management system and the State of Missouri’s website, www.jobs.mo.gov. Each Contractor will submit the following: •Pre-employment Qualifications •Testing Standards •Skill Set Requirements All job openings from contractors will appear on the “Hot Jobs List” that will go out weekly to Elected Officials and community organization CEO’s. (See Sample) APPLICANT RECRUITMENT (OUTREACH) First Source Staffing Plan First Source Staffing Plan " Pre-screening and recruiting applicants " Sponsor and facilitate on/off-site recruiting events " Provide employment skills assessments " Referrals from the First Source Applicant pool " Provide Labor Market Information (LMI) research and information (www.missourieconomy.org) " Posting open positions and recruitment events on www.jobs.mo.gov " Utilize resources available via the Office of Apprenticeship and other various networking/business associations to promote recruitment events " Offer OJT for qualified job seekers (Dislocated Workers & Veterans) SERVICES OFFERED TO MSD CONTRACTORS First Source Staffing Plan " Tracking is critical to the success of MSD s Capital Improvement Replacement Program (CIRP) and to have accurate and up-to- date reporting. " Toolbox is the case management database this project will use. " Toolbox will track goals, percentages and the data needed to generate the appropriate quarterly reports of activities and compliance outcomes. MSD FIRST SOURCE DATABASE First Source Staffing Plan " Construction Information Sessions with Union Trades to learn about their apprenticeship programs. " Possible Partnership with Clergy Coalition on transportation program for clients needing a ride to submit their applications for the Union Apprenticeship Program. (Heavy Equipment Operators, Labors & Carpenters) " Partnership with St. Louis Community Credit Union to provide low interest risk loans to purchase a vehicle. " Open Call Session for Applicants and MSD Contractors when hiring more than 10 applicants at one time.
