HomeMy Public PortalAbout728715COMMUNITY BENEFITS AGREEMENT (CBA) AGENDA Final Meeting Minutes Meeting On March 5, 2014 at 3:00 pm MSD Headquarters, 2350 Market Street, St. Louis, MO 63103 Signatory Attendees: CBTU, CPC, MCC, MCU, MOKAN, M-SLICE, NAACP, and NSBE (attendance sheet attached) 1. Introduction of new Signatory, M-SLICE 2. Roll Call • Brian Hoelscher recognized the new Signatory, M-SLICE. He also indicated that the CBA contract amendment adding M-SLICE as a Signatory was distributed with meeting materials. • All Signatory Groups were present. 3. Approval of January 29, 2014 meeting minutes • MOKAN noted a change to add a sentence to item 4, first bullet "This schedule will apply for calendar year 2014 at which time the Signatories will revisit the frequency of future CBA meetings. 4. Establish rules for public comment • After extensive discussion and considering motions and amendments to motions, the final Motion states: • A public comment period comment period will be allowed at the start of the meetings before new business; anyone wishing to comment will need to complete a request card prior to the meeting including their name, organization, contact information, and topic; comment periods would be limited to 2 minutes; the entire comment period will not exceed 20 minutes; MSD will post the public meeting notice at 2350 Market as it does all public meetings. Signatory Group motioned, seconded, and voted 7 yea's with 1 nay vote by CBTU. 5. MSD selection of 3 Monitoring Oversight Committee members (Section IX) • MSD announced that it had chosen Vicki Edwards (MSD's Director of Human Resources), Betsy Schubert (MSD's Manager of Purchasing), and March 5, 2014 CBA Meeting Page 1 Allen Muehlher (MSD's Program Manager in Construction Management) as their three (3) Oversight Committee members. MSD also indicated that they are still considering whether or not to replace one or more of these individuals with a member outside of MSD. MSD indicated that it would work with the Oversight Committee to schedule the first quarterly meeting during the middle of May to coincide with MSD's next quarterly diversity report to MSD's Board of Trustees Stakeholder Committee. 6. Section IX, Compliance Monitoring Staffing Plan (IX) • Shonnah Paredes, Manager of Diversity Programs, described MSD's current staffing plan for Diversity monitoring. The Signatory Committee asked questions about and MSD responded regarding the frequency of site visits, how visits were scheduled, what activities the MWBE inspectors engaged in, inquired about MWBE requirements and how they were applied. Both Vicki Edwards and Brian Hoelscher responded to inquiries regarding workforce goal requirements for Prime contractors. At the end of the discussion, MSD committed to forwarding the following information to the Signatories for review by March 19th: data on the capital program and resulting size of monitoring force, structure and duties of the monitoring resources, contract and procedure documents and references used to implement the program. 7. Section IX, Third Party Monitoring Consultant • MSD indicated that it would prepare for discussion and consideration a proposed scope of services for a Third Party Monitor Consultant and forward to the Signatories no later than March 19, 2014. 8. Section V. First Source Hiring Program, SLATE presentation • SLATE made a presentation on the scope of services it will provide to meet the First Source Hiring requirements of the CBA as well as many other services also being provided by SLATE as part of the program. There was much discussion between the Signatory Committee and SLAE regarding the services being provided. When asked by the Signatories if MSD felt that once fully implemented SLATE's services would meet the First Source Hiring requirements of the CBA, MSD indicated yes. 40. Next meeting Agenda • Brian Hoelscher indicated that the agenda items for the next meeting (time allowing) would be MSD's Compliance Monitoring Plan (Section IX), Scope of services for a Third Party Monitoring Consultant (Section IX), Job Training Funding (Section IV), MWBE Outreach and Low Interest Loan Program (Section VI), and Education and Internship Program (Section VII). 10.
