Louis Sewer District COMMUNITY BENEFITS AGREEMENT (CBA) DRAFT MEETING MINUTES Tuesday, June 19, 2018, 1:00 p.m. - 3:00 p.m. 2350 MARKET STREET, ST LOUIS MO 1ST FLOOR CONFERENCE ROOM #100A 1. Roll Call — In attendance were (Quorum): (Attendance sheet is attached) MSD — Brian Hoelscher NAACP City Branch —Adolphus Pruitt NSBE — Jan Walker MOKAN — Diana Hanks UAPO — Zaki Baruti CBTU — Lew Moye MCU — Susan Sneed CORE — Jesse Lofton MCU — Jim Sahaida 2. There were no public comments. 3. Meeting Minutes from March 30, 2018 were unanimously approved. 4. General discussion on Cost per Individual for OJT for Tunnel Workers. MSD: Shonnah Paredes explained that the MSD sponsored Tunnel OJT Program is for diverse workers (exclusively minorities and women) who do not have any experience in tunneling. MSD sponsors the OJT trainees for a period of six months. This program is charged to the Capital Program since it was issued by MSD outside of the CBA Agreement. The estimated expenditure breakdown was detailed for trainees who completed the program versus those trainees that did not complete the program. Data for unemployed OJT participation will be presented with the next Diversity Annual Report. MSD is currently waiting for this information from the Prime contractors. In the event that a trainee does not complete the program, the Prime Contractor immediately replaces the training using a recruitment list they can refer to, to fee trainees into the Tunnel OJT Program. MCU: Susan Sneed stated that SAK Construction saw the benefits of the MSD sponsored Tunnel OJT Program so much that they decided to voluntarily run the same program on another one of their MSD contracts not mandated by MSD (Jefferson Barracks Tunnel) NAACP: Adolphus Pruitt asked if the members of the CBA could attend a site visit to one of the tunneling projects. Brian Hoelscher responded that MSD is currently setting up two tunnel site visits for individuals who would like to attend. One of the visits will include the boring machine and the other will include the Metropolitan Si. Louis Sewer District blast chamber. Attendees can chose which they would like to visit. While possible dates for the tunnel site visits are not currently available, MSD will forward the dates for attendance once they are determined. 5. Unbundling: The CBA Group requested that the editable version of MSD's Unbundling Policy be sent via e-mail. The CBA Group will review and make any suggested changes directly to the document (via "track changes" option) before the next CBA meeting. 6. General Discussion Regarding MSD's Insurance Requirements The CBA Group requested information regarding the summary of insurance requirements for MSD contractors. MSD provided the MSD Insurance Summary of 2017. These MSD mandated insurance requirements are only for the Prime contractor. 7. At the next meeting, MSD will provide information regarding disputed payments to M/WBEs in the MSD Diversity Reporting System. 8. General Discussion Regarding Opportunities for Workforce Training Programs MSD: Brian Hoelscer stated that MSD's contract with the BUD Training Program (SLATE) has expired, and MSD is considering alternatives for those dollars for other training program activities. MSDs is looking to offer performance grants for construction workforce training opportunities to expand MSDs reach to various programs throughout MSD's service area. NAACP: Adolphus Pruitt stated that a combination of programs providing training and follow-up tracking to fill the pipeline for pre -apprentice and apprentice training is needed. He spoke with the President of the Contractor Loan fund who agreed that this is a conceptually good idea. 9.
