HomeMy Public PortalAboutCommunity Benefits Meeting -- 2-25-15 -- MinutesFebruary 25, 2015 CBA Meeting Page 1 COMMUNITY BENEFITS AGREEM ENT (CBA) Final Meeting Minutes Meeting On February 25, 2015 at 3:00 pm MSD Headquarters, 2350 Market Street, St. Louis, MO 63103 Signatory Attendees: CBTU, MCU, MOKAN, M-SLICE, NAACP, NSBE and MSD (Attendance sheet attached) 1. There were no new introductions. 2. Roll Call • Signatories present at the opening of the meeting were: CBTU, MCU, M-SLICE, NAACP, NSBE and MSD (Quorum) MOKAN joined after roll call. 3. There were no public comments. 4. Discussion of agenda item "4" What constitutes a quorum to conduct CBA business was held. Brian Hoelscher explained that according to "Roberts Rules of Order" the number of Signatories required for a quorum is currently five. NAACP requested clarification that MSD counts for one vote as a Signatory. M-SLICE inquired whether or not a Signatory is able to attend by way of telephone conference. MSD indicated that Signatories have attended via phone conference in the past and therefore would be acceptable with proper notice to ensure that a connection could be established with the Signatory when the meeting was scheduled to begin. NSBE indicated that they were not comfortable with reducing the number required for a quorum. NAACP mentioned that CPC no longer exist. MSD stated that it had reached out to CPC without success. MSD stated it would attempt to get a response from CPC as to their intentions for remaining on the CBA. A motion was put forth to reduce the number of Signatories required for a quorum from five to four was put up for discussion and vote. In favor were 5 votes opposed was one vote. By majority vote, four Signatories are required for a quorum. 5. Approval of Meeting Minutes from August 27, 2014 and October 29,2014 were unanimously approved. 6. MSD gave an overview of its intentions for meeting the final component ofthe CBA for Education and Internship Program requirements. MSD explained that within the past several months, MSD had begun working with Education Plus and Webster University on STEM outreach activities and plans to continue these educational efforts which are designed to educate and inform st udents about the various activities involving Community Education Programs. MSD February 25, 2015 CBA Meeting Page 2 also extended offers to loan out MSD's EnviroScape Stormwater Pollution Models to more St. Louis Public Schools. MSD asked Signatories if it would be beneficial to have a demonstration of the EnviroScape Stormwater Programs. Signatories agreed to have a demonstration at the next scheduled CBA meeting. MSD also explained intentions to participate in the St. Louis Internship Program which targets disadvantaged youth within the City of St. Louis and includes St Louis Public High School students. The final recommendation was for MSD to provide scholarship opportunities for disadvantaged students within the MSD service area to attend the SlUE Environmental Resource Training Certification Program and for MSD to sponsor the required ERTC 10-week supervised work-study internship component of the SlUE Environmental Resource Training Certification Program. MSD explained that these efforts are designed to lead to possible treatment plant career opportunities at MSD upon completion of the program. NAACP discussed additional opportunities with St Louis Public Schools that could involve development of a curriculum based program focused on career and technical education such as the one established at the NE Ohio Regional Sewer District. NSBE suggested opportunities for inspection work and suggested MSD target the upcoming school year. MOKAN proposed programs which focus on professional contractors with proven track records for diversity participation. 7. Signatories established next meeting date of May 27, 2015 by unanimous vote. 8. Meeting adjourned at approximately 4:44p.m. 16.
