HomeMy Public PortalAbout1957-11-23 Meeting231 Robert Hargraves - Bal Harbour Shops 1 North Beach Yellow Cab, Inc. - Beau Rivage Hotel 2 Surf Cab, Inc. - Colonnade Hotel 2 on motion of Mr. Hart, seconded by Mr. Broeman, the 21 applications were unanimously approved as outlined by the Village Manager. Applications for U-Drive-It Permits were then submitted and on motion of Mr. Broeman, seconded by Mr. Hart, 30 permits were approved as follows: Morse Auto Rentals, Inc. - Balmoral 5; Ivanhoe 5; Kenilworth Hotels 5. The Hertz Corporation - Americana 10; Colonnade Hotel 5. Mr. Broeman said he would like to bring up the subject of the "Night Club Tour" busses and wondered what could be done about having them take out a license and also to control them from becoming a nuisance on Collins Avenue. Mr. Brown suggested that Mr. Webb check with the Florida Railroad Commission to determine what their permit permitted them to do and report at the next meeting. Mr. Webb said he had attended a meeting at the Bay Harbor Elementary School at which Sur£side, Bal Harbour and Bay Harbor were asked to contribute the salary of a school patrolman. Mr. Webb said he had agreed to have one of our men handle the traffic crossing at the foot of the Bay Harbor bridge three times a day for the children to corss 96th Street. The Council decided that this would help the situation for the present. There being no further business before the meeting on motion of Mr. Broeman, seconded by Mr. Hart, the meeting was adjourned. ATTEST: Mayor Village k NOVEMBER 23, 1957 The Council of Bal Harbour Village met at the Village Hall, on Saturday, November 23, 1957, at 9:30 A.M. Present were: Messrs. Beatty, Broeman, Brown, Graham and Hart. Also present were: W. H. Webb, Village Manager and Thomas H. Anderson, Village Attorney. On motion of Mr. Broeman, seconded by Mr. Hart, the minutes of the previous meeting of October 26, 1957 were approved as sub- mitted. NOVEMBER a3,_7 957 232 Mr. Webb reported that the Night Club Tour busses have the right to park along Collins Avenue for the picking up and dispensing of hotel guests, and stated that he would report further to the Council after he has checked this problem himself. Mayor Brown requested that the Council discuss the appropriation of $25.00 per month toward the salary of a guard for the Bay Harbor Elementary School, and after discussion Mr. Anderson stated that in his opinion the Village had no responsibility toward paying for an em— ployee of Bay Harbor Islands. Whereupon the Council recommended that Mr. Webb advise the school Principal that on the advice of counsel it would be unwise to do so. Mr. Webb read a letter from Congressman Dante Fascell regarding the Baker's Haulover Survey Report, and also read a copy of a letter addressed to Mr. Fascell from Col. Troxler of the Corps of Engineers which states that the survey report is well advanced and completion of said report is scheduled for February 28, 1958. Col. Troxler also stated that the Inlet and its works became the responsibility of the Dade County Commission in 1941 when the local taxing district was abolished. Mayor Brown suggested that photostatic copies of Col. Trox— ler's letter be mailed to the County Commission with a letter putting the County on notice of their responsibility for this work. It was the consensus of those present that Mr. Anderson should prepare said letter. Mr. Webb stated that he had a letter from the Peninsular Home Service giving a survey for a systematic program for rat control for a six—month contract at a figure of $60.00 per month. After discussion it was moved by Mr. Beatty, seconded by Mr. Broeman, and unanimously voted that Mr. Webb get prices from Truly —Nolen Exterminators, Inc. and Gold Coast Pest Control and use his own discretion regarding the use of poison or traps; the price of this w ork not to exceed $360.00 for a six—month basis, and that the residents be notified of this im— pending project. Mr. Broeman suggested that the County be notified that the rat infestation had become such a problem in the Village that we have found it necessary to hire a private concern to handle same. Mr. Webb read the following report on the Charter Amendment Election as submitted by the Village Clerks The election of November 5, 1957 resulted in the three amendments to the Bal Harbour Village Charter being rati— fied as follows when counted by the election clerks Barbara H. Beckham and Helen M. Gilman in the presence of witnesses. Amendment No. 1 — 92 Votes FOR — 1 Vote AGAINST Amendment No. 2 — 92 Votes FOR — 1 Vote AGAINST Amendment No. 3 — 87 Votes FOR — 6 Votes AGAINST The 93 votes cast represented 62% of the total number of registered voters. On motion by Mr. Graham, seconded by Mr. Hart, the report was unanimously accepted. NOVEMBER 23.1. 1957 ZOO Mayor Brown stated that an application for a Liquor License at the Beau Rivage Hotel has been submitted for Council approval and on motion of Mr. Beatty, seconded by Mr. Hart, said appli— cation was unanimously approved. Resolution No. 54 acknowledging the courageous sacrifice that Lieutenant Robert J. Staab made in giving his life in the service of this Village and extending to his family the gratitude and con— dolences of the Council and the people of this Village, was sub— mitted by Mr. Webb and on motion of Mr. Broeman, seconded by Mr. Beatty, was unanimously passed. A copy of this Resolution suitably embossed and mounted to be presented to Lieutenant Staab's family. Mayor Brown submitted a letter addressed to him from Dr. David W. Exley, President of the Bal Harbour Club, Inc. stat— ing that many residents living in Bal Harbour have indicated their desire to have the approaches to all the private streets com— pletely closed to both car and foot traffic, with the exception of one where a police officer could be stationed. The letter stated further that possibly the new taxing districts recently created could accomplish the financing of this project under a special assessment. After discussion and on recommendation of Mr. Anderson, Mr. Brown appointed a committee consisting of Mr. Broeman and himself to meet with Dr. Exley on this problem and thereupon tabled the letter until a later date. Mr. Beatty requested the Council's consideration of an amendment to the License Ordinance No. 7 to enable the small contractors to do business in Bal Harbour, and after discussion it was moved by Mr. Beatty, seconded by Mr. Graham, and unani— mously voted that the license year be divided as follows: The first job engaged in would require one quarter of the yearly license; the second job one quarter; and the third job would re— quire the payment of the balance of the license for the year.
