1. Roll Call
• Signatories present at the opening of the meeting were: CBTU, NAACP,
NSBE, MSLICE and MSD
2. May 28, 2014 and June 25, 2014 meeting minutes approved unanimously.
3. Public Comments — None
4. MSD provided status updates for RFP 5473 for Third Party Monitoring Consultant
Services and RFP 5474 Job Training Program Services.
a. RFP 5473 Third Party Monitoring Consultant
• MSD with CBA Signatories developed a scope of services for the release of an
RFP for an Independent Third Party Monitoring Consultant Services
• RFP issued June 2, 2014
• The Public Notice of RFP was submitted to thirteen (13) companies and
advertised in three (3) papers of general circulation within the MSD service area
• A non -mandatory Pre -Proposal conference was held on June 13, 2014 at 10:00
a.m.
• 2 Proposal responses were received for Request for Proposal 5473 on Monday,
July 14, 2014
• Proposal evaluations have been completed
• Recommendation for award will be introduced at September's Board meeting as
an Agenda item.
• Agenda item to be Adopted by the Board in October
• Contract will start November 1, 2014
b. RFP 5474 Job Training Program (Section IV)

6. Education and Internship Program (Section VII)
MSD presented information on education and internship programs currently in place.
Currently, MSD's Environmental Compliance works with Education Plus and Webster
University on STEM outreach activities. NAACP commented on establishing a
relationship with alternative education schools (i.e., Fresh Start Academy, North County
Tech). NSBE inquired about internships with universities and/or colleges in the MSD
service area. Both NAACP and NSBE also inquired about training which could lead to
candidates becoming eligible to apply for positions at MSD. MSD stated that it operates
under the rules of Civil Service. MSLICE stated that scholarship programs should also be
considered under this category. No decisions were rendered for this item, it will remain
for discussion at the next regularly scheduled CBA meeting.
