Roll Call • Signatories present at the opening of the meeting were: CBTU, NAACP, NSBE, MCU AND MOKAN (via conference call) and M-SLICE. Not in attendance: MCC and CPC. 2. Approval of March 26, 2014 meeting minutes • Meeting minutes were approved. Signatory Group motioned, seconded, and voted unanimously to approve minutes without comments. 3. Public Comments — None 4. Signatories discussed suggested changes in the scope of services made in the previous CBA meeting for a Third Party Monitoring Consultant RFP (Section IX). a) After group discussion and by vote of 5 yea (CBTU, NAACP, MCU, NSBE, M-SLICE) and one nay (MOKAN), the proposed scope was approved with the following change: 1. Paragraph A, 1 c will be added to the scope indicating that the Third Party Monitor will attend and be allowed to participate in all meetings of the Signatory Group and the Oversight Committee. There was also specific discussion that MSD should be clear in the RFP that the full FTE of effort anticipated is a total of 2080 billable hours and can be submitted as seen fit by the proposer to consist of one or more individuals. 5. Signatories put up for discussion the proposed scope of services for a Job Training Program (RFP) (Section IX). a) After group discussion and a unanimous vote, the proposed scope was approved with the following changes: 1. Include a paragraph in the scope of services to include the method and tools the proposer will use to locate and identify candidates for the program; April 30, 2014 CBA Meeting Page 1 2. Expand paragraph B.3. to include the CBA definition of low income unemployed and underemployed individuals; 3. Expand paragraph B.4. to indicate that goal achievement will be measured by the program graduates ability to qualify for entrance into an apprenticeship program and to be listed as a First Source Hiring candidate. 6. MSD Staff described in detail the Contractor Loan Fund to Signatories and indicated that the MSD Board of Trustees Stakeholder Committee has recommended that the full Board appropriate $250,000 to be invested in the fund. By unanimous vote it was agreed tha the final execution of this proposal by MSD's Board of Trustees will meet the requirements of Part VI, paragraph c, of the CBA. MSD commented to having a representative of the Contractor Loan Fund initiative contact M-SLICE regarding the program. 7. MSD staff forwarded info on current MWBE outreach efforts. This information will be forwarded and discussed in next month's meeting. 8.
