Final Meeting Minutes
Meeting On May 28, 2014 at 3:00 pm
MSD Headquarters, 2350 Market Street, St. Louis, MO 63103
Signatory Attendees: CBTU, MCU, MOKAN, NAACP, and NSBE (Phone)

1. Roll Call
• Signatories present at the opening of the meeting were: CBTU, NAACP,
MCU AND MOKAN, and NSBE (via conference call)
2. Approval of April 30, 2014 meeting minutes
• Meeting minutes were approved. Signatory Group motioned, seconded, and
voted unanimously to approve minutes without comments.
3. Public Comments — None
4. Targeted Outreach (Section VI. A) — MSD presented its targeted outreach initiatives to
signatory group. Signatory group made the following recommendations for consideration
to MSD:
A. Paragraph 1 - Targeted outreach to minority and women business
enterprises and relevant business organizations within St. Louis City and St.
Louis County.
1. Consider outreach for specific technical tasks (i.e. lining) or trades (i.e.
electrical) with inclusion of majority primes.
2. Notify representative vendor organizations of MSD events which may
benefit Minority and Women contractors. MSD stated that this is a part of
its current practice.
3. Enhance communications through more extensive use of media.
4. Hold quarterly/semi-annual meetings on upcoming CIRP opportunities
similar to the annual industry presentations that are now given. Use of
representative vendor organizations to assist in communicating these
events.
5. Consider support of mentor/protege relationships.

B. Paragraph 2 - Inclusion of minority and women business enterprises and
relevant business organizations in pre -bid conferences.
1. Consider mandatory pre -bids with presentation on MWBE and workforce
for project types that historically aren't successful in meeting goals
(building projects.)
C. Paragraph 3 - Unbundling of project tasks into bid sizes that will allow level
competition, where appropriate, without restricting project timelines. Brian
Hoelscher presented MSD's Project Unbundling Efforts to the Signatory group.
The Signatory group made the following recommendation to MSD.
1. Consider reviewing current practices with staff and consultants.
D. Paragraph 4 — Assistance in accessing bonding, insurance, procurement and
other types of capacity -related assistance, where necessary.
1. Consider workshops with MWBEs and bonding/insurance companies.
E. Paragraph 5 — Other MBE/WBE capacity building strategies as appropriate.
1. No comments.
5. Education and Internship Program (Section VII) - MSD took action to meet with Public
School representatives. When appropriate, MSD will present information to signatory
group representatives for discussion about potential programs.
6. Topics for next month's agenda shall be status of two RFP's, Section VI proposed
program, and Section VII Education and Internship investigation.
