Minutes
The meeting was called to order at 10:05 a.m.
Present were James Vachon, Lisa Souve, Charles Sumner and Lisa Vitale. Also
attending was the new Water Department Superintendent, Paul Anderson.
Mr. Anderson furnished the Committee with a letter and written comments
regarding the Water Department's Capital Plan, which was written in October,
2009 by the previous Superintendent, Paul Hicks.
Mr. Anderson started by asking questions concerning the Construction Account,
and if the money can be used that is left over from the previous year. Ms Souve
answered that that account is for problems with the equipment that runs the
water system. It can be used for the same types of things, such as water meter
repairs, water main breaks, hydrant problems etc. There is guidance as to
where it may be used.
He explained that the meter reading system should be updated since the part
time residents are not getting the benefits of twice a year readings because of
the way the system works. He would like to see a radio reading system and
wondered if the Construction Account could be used to do this.
Ms. Souve explained that if something needs to go before Town Meeting as an
Article, make sure that the summary that accompanies it is very clear for voters
to understand.
Item #5, the Chevy Pickup Truck can live for another year, but he is concerned
that costs to repair it will be getting more frequent and more expensive.
For item #26, Well Cleaning and Redeveloping of Well 3 and Well 4, he would
prefer that they be done at the same time. He thinks that $60,000 each is a
conservative amount, but that some money could be saved if they are done
together.
One of the Wells that was cleaned and redeveloped did not"come back" as
successfully as they had hoped.
Right now there is enough water to furnish the Town for the next five years, but
if we reach our peak output too frequently that could change. In the meantime,
we should be looking for a new well site. It would be good if we had two wells
in the Punkhorn and three at Freeman's Way.

When speaking about #43 and 44, the Water Mains at Great Fields Road and
Red Top Road, he agreed that Great Fields Road is more of a priority then Red
Top, since there would be a great many more people doing without water in the
Town of Brewster.
For item #51, he would like to see bulkheads put in place for safety
modifications. They would help to eliminate some concerns.
He would also like to use some available funds to have an engineer look at one
of the tanks that is rusting (in the catwalk area).
The Committee will need to schedule another meeting. We have not met with
the Library Director, Suzanne Teuteberg because of her jury duty until January
25th. We will call her to possibly set it up for February 2, 2010.
James Vachon made the motion to adjourn and Lisa Souve seconded. The
meeting was adjourned at 10:40 a.m.
