HomeMy Public PortalAboutCapital Planning Committee -- 2010-02-02 Minutes Capital Plan Committee February 2, 2010 Minutes The meeting was called to order at 10:05 a.m. Present were James Vachon, Lisa Vitale, Lisa Souve and Charles Sumner. Also attending were Suzanne Teuteberg, the Brewster Ladies Library Director and Susan Bugden, Bd. of Directors. Ms. Teuteberg handed out a list of the library's capital requests proceeding with updating and refurbishing of public conference rooms. The library lacks much of the equipment that other town libraries offer to the public, such as audio, video and telecommunication equipment. To add to that the rooms are unappealing and it is time to update them. The cost is estimated at $30,000 and they had moved the date forward to 2012. The inside painting was complete in 1996 and is scheduled to be done in 2012 also. She commenced to talking about adding an archival room within the library for all the historical material which is now spread out all over the library. They will use the same architect that they had for the renovation. They will need to get three quotes each for construction and for the HVAC they will need, as this space must be a climate controlled room. The cost is expected to be under $50,000. The Library Trustees are getting quotes since they think that is the best way to go. Ms. Teuteberg went on to discuss being asked to use the library building as an Emergency Disaster and Recovery area. In that event we would definitely need to change and improve some things, such as backup power which would cost about $70,000. Traditional emergency facilities will do their part first, but for prolonged blackouts we will need additional places in order to provide assistance to citizens. The library was looked at by the State for this purpose. Ms. Souve asked if there are grants through FEMA, and Ms. Teuteberg said there is just no money available. Mr. Sumner wants to add this to the Capital Plan, to remind the Committee that the library may be called on in any prolonged emergency. Ms. Teuteberg then spoke about the different ways they try to raise money. They feel this year they will need a large campaign to make the public aware of the library's needs during this tough economic time. They can always count on ri their book sales (about $40,000), which is one of their best fund raisers, but will need something more beside that. The repair and restoration of the parking lot was discussed as were the work station, data and voice communications equipment, and also the roof replacement. None of these were changed or moved. Mr. Vachon then essentially asked what the purpose and role of the Capital Plan Committee is and Mr. Sumner and Ms. Souve answered that these meetings are where the departments may bring their needs and requests, and the Committee helps prioritize them. The next meeting will be held on Thursday, February 11th at 10 a.m. Mr. Sumner made a motion to adjourn and Mr. Vachon seconded. The meeting was adjourned at 10:45 a.m.
