Minutes of the Committee of the Whole Workshop of the President
and the Board of Trustees
Held on June 26,2023
In the Boardroom
Mayor Argoudelis called the meeting to order at 7:00 p.m. Board present: Mayor Argoudelis, Trustee
Larson, Trustee Ruane, Trustee Wojowski, Trustee Bonuchi, and Trustee Kalkanis. Board absent:
Trustee Kiefer. Others present: Joshua Blakemore, Administrator(7:25 p.m.); Michelle Gibas, Village
Clerk; Scott Threewitt, Public Works Director(7:27 p.m.); Jon Proulx, Planning Director; Jake Melrose,
Economic Development Director; Lonnie Spires, Building Official; and Kevin McQuaid, Police
Commander. There were approximately 25 persons in the audience.
Trustee Larson moved to approve the Minutes of the Special Meeting, Committee of the Whole
Workshop and Executive Session held on June 12, 2023. Second by Trustee Ruane. Voice Vote. All
in favor, 0 opposed. Motion carried.
PRESIDENTIAL COMMENTS
Mayor Argoudelis:
• Recognized Emma, Meghan, and Morgan Brandon—Poppy Poster Contest Winners.
• Proclaimed June 2023 as Men's Mental Health Month.
TRUSTEE COMMENTS
Trustee Bonuchi:
• Congratulated the Brandon sisters.
• Inquired about the parking study.
Mayor Argoudelis asked Commander McQuaid to give an update on the homicide investigation.
Trustee Larson:
• Congratulated the Brandon sisters.
• Thanked Mr. Cameron for speaking out about men's mental health.
PUBLIC COMMENTS
Mayor Argoudelis pointed out that he will be accepting public comments after the presentation for each
development.
WORKSHOP
1) KELLER FARM (CASE NUMBER 2010-050423.AA/REZ/SU/SPR/PP)
Representatives of Lennar gave a presentation for a proposed development that includes a combination of
conventional single-family detached homes, ranch-style age-targeted single-family homes,townhomes, as
well as a commercial parcel located at the northwest corner of Lockport Street and Wallin Drive.
Representatives reviewed the concept plan evolution, community overview, overall site plan,
neighborhood locations, site data, landscape and entry monument, park and open space, path and walking
trail, roadway improvements, sample interiors.
There were no public comments.
Trustee Ruane indicated support for the proposed development but expressed concern regarding buffering
of townhome lot 16 and asked the developer to make sure there is enough buffering. Trustee Ruane also
suggested pushing the northwest entrance a little to the east. Trustee Wojowski expressed concern
regarding density. Trustee Larson stated that she is leaning in favor of the proposed development but

expressed concern regarding driveway length,units under 1500 square feet,traffic and impact to the
intersection, and impact on the school district. Trustee Bonuchi stated that the proposed development was
well done and thought out. Trustee Kalkanis stated that she is not in favor of the proposed development
and expressed concern regarding density and traffic and questioned the need for more residential. Mayor
Argoudelis stated that he shares Trustee Kalkanis' concerns regarding traffic. Mayor Argoudelis also
expressed concern with the landscape plan.
2) 248TH AVE APARTMENTS (CASE NUMBER 2015-052623.SPR.PP.FP)
Representatives of AR Building Company reviewed a concept plan for a proposed age-restricted
residential development which includes 55 townhome units and 102 apartment units generally located at
the northwest corner of 248th Avenue and 127th Street. Representatives highlighted the adjacent use,
proposed plan, sight line, apartment elevations, clubhouse and floor plan, and traffic generation.
Mr. Loefer,Northpointe resident, expressed concern regarding traffic and density.
Trustee Larson expressed concern regarding parking layout, clubhouse, pool, traffic, density, and
location. Trustee Wojowski expressed concern regarding traffic, impact on neighboring subdivisions, and
apartments down the street not being filled. Trustee Bonuchi stated that this is too much for this area.
Trustee Ruane stated that he is not in favor and expressed concern about higher density, no basements in
the townhomes, and no interior parking. Trustee Kalkanis stated that she shares the traffic and density
concerns and does not want any more residential. Administrator Blakemore noted that the annexation
agreement expires in 2024 and the zoning will revert to I-1.
3) PLAINFIELD BUSINESS CENTER FINAL PLAT (CASE NUMBER 2016-
060723.AAA/FP)
Jon Proulx stated that the applicant is requesting final plat approval to create the first development lot for
the Plainfield Business Center, a planned industrial park of up to approximately 3.8 million square feet of
development, which received approval for annexation and zoning in November of 2022. The proposed
final plat would create Lot 1 for a proposed cold storage warehouse and distribution facility. Lot 2 would
remain for future resubdivision as future phases of the development are proposed. The applicant is also
proposing an amendment to the annexation agreement to allow the property to be acquired in phases as
opposed to a one-time take-down.
Trustee Wojowski inquired about the need for the change. Mr. Mike Martin, attorney for the applicant,
stated that it was for financial reasons, but ensured the Board that all fees would be paid upfront to the
Village.
There were no public comments.
Mayor Argoudelis read the reminders.
Trustee Ruane moved to adjourn. Second by Trustee Larson. Voice Vote. All in favor, 0 opposed.
Motion carried.
