Vincent J.Piccirilli,Jr., COMMISSIONS AS SPECIAL MUNICIPAL EMPLOYEES PURSUANT TO
Vice President sL THE CONFLICT OF INTEREST LAW, G.L. c. 268A
District C Councilor
WHEREAS: the Conflict of Interest Law, G.L. c. 268A, strictly regulates activities of
John M.Airasian, all municipal officials and employees relative to financial interests in matters involving
Councilor At Large the City, whether those officials and employees are elected or appointed,paid or unpaid,
Caroline Bays, full-time or part-time; and
Councilor At Large
WHEREAS: such strict regulation may impact the ability of qualified individuals to
John G.Gannon, serve on the City's boards, committees, and commissions; and
Councilor At Large
Anthony Palornba, WHEREAS: certain provisions of the Conflict of Interest Law, in particular sections 17
Councilor At Large and 20, apply less stringently to those part-time or unpaid municipal officials whose
positions have been designated as "special municipal employees;" and

I ct A Councilor WHEREAS: G.L. c. 268A, §17 addresses the ability of City officials to act on behalf of
Lisa J.Feltner, others; and
District B Councilor
WHEREAS: G.L. c. 268A, §20 addresses the ability of City officials to have an interest
Emily Izzo, in contracts with the City; and
District D Councilor
WHEREAS: pursuant to the Conflict of Interest Law, "special municipal employee"
designation may be granted to City positions by a vote of the City Council provided that
those are positions:
• for which no compensation is provided; or
• which, by their classification in the City agency involved or by the terms of the
contract or conditions of employment,permit personal or private employment during
normal working hours; or
• which do not earn compensation as a City employee for an aggregate of more than
eight hundred hours during the preceding three hundred and sixty-five days; and
WHEREAS: all employees who hold equivalent offices,positions, employment or
membership in the same City agency shall have the same classification.
NOW THEREFORE BE IT ORDERED: That positions on the following boards,
committees, or commissions are hereby deemed special municipal employees, and that
designation herein of each such position as a special municipal employee shall constitute
a separate vote and action on said position for the purposes of the Conflict of Interest
Law:

3. Community Preservation Committee
4. Zoning Board of Appeals
5. Planning Board
6. Conservation Commission
7. Licensing Board
8. Bicycle and Pedestrian Committee
9. Election Commission
10. Traffic Commission
11. Board of Assessors
12. Watertown Housing Authority
13. Council on Aging
14. Cultural Council
15. Solid Waste&Recycling Advisory Committee
16. Affordable Housing Trust
17. Stormwater Advisory Committee
18. Cable Access Corporation
19. Historical Commission
20. Commission on Disability
21. Environment and Energy Efficiency Committee
22. Historic District Commission
23. Public Arts & Culture Committee
24. Biosafety Committee
25. Comprehensive Plan Planning Advisory Committee
26. School Building Committee
27. Library Board of Trustees
28. School Committee
29. Watertown Contributory Retirement Board
AND BE IT FURTHER ORDERED,that a list of all the"special municipal employee"
positions be filed with the City Clerk and with the Commonwealth's Ethics Commission.
