RE: Approval Alternate Supplemental Environmental Project Plan submitted pursuant to Consent
Decree no.4:07-CV-1120
Dear Mr. Hoelscher:
The Environmental Protection Agency has reviewed the Alternate Supplemental Environmental Project
Plan submitted by the Metropolitan St. Louis Sewer District on September 15, 2014, with revisions
submitted November 14, 2014. The EPA is accepting the alternate SEP plan in accordance with
Appendix F of the Consent Decree.
The modifications to the SEP program include the elimination of the liquid asset criteria under MSD's
low income Customer Assistance Program, and expansion of the SEP program into census tracks with a
Median Household Income below $50,000. MSD is required to expend $1,600,000 on a no -cost
construction program for low-income eligible residential property owners who elect to close their septic
tank and connect to a public sewer, or where MSD finds contributions of Inflow and Infiltration to the
sewer system from a defective private lateral.
