Meeting Minutes
7anuary 27, 2010
Chairman Paul Hush called the meeting to order at 4:35 P.M.
Members present were: Elliott Carr, Paul Hush, Roy Robinson, Jeanne Boehm, Elizabeth Taylor, Paul Ruchinskas.
and Roland Bassett Jr.,
Others in attendance:
1. Approval of Minutes of January 13 2009
MOTION by Elliot Carr to approve minutes as corrected
Second by Paul Ruchinskas
VOTE: 6-0-0
2. Review complete application for Matthews purchase
Presentation of full application
Timeline and financials were presented to the Committee
Brewster moving full amount at Town Meeting, subject to Orleans portion
State land grant will be applied for this summer, this will be placed in the summary
If we don't get the money we need, we will not purchase it

Elizabeth Taylor will start working on the summary
Primary benefit is for Orleans Zone 2-completely in Pleasant Bay Watershed
Questions will come forward at Town Meeting
Lot could be developed-1 house lot or potential of a regular subdivision or 406
There are further questions regarding extra costs...discussion with Charlie
Asking for $5000 for MISC. expenses
Orleans has paid i of the appraisal; will they pay i of survey????
CPC would like to hold the vote to review complete proposal
MOTION by Elliot Cnrr to postpone any vote on Matthews Property acquisition until next meeting

3. Update on state "match" for 2011 fiscal year
LS consulting with DOR and other towns
Decision appears to be conservative
All indications appear higher than last year
4. Preliminary discussion on CPC May town warrant article for money distribution

a. Further discussion regarding Administrative costs
How much would Historic and Housing foresee?
Vote nn Administrative amount as a total-not individually
Upfront costs; appraisals, Grant writing, etc.....
"Administrative"-is specific as to what it can include
Bills relnted to specific areas are to be approved
Paul R, suggested each area (Open Space, Housing, and Historic) include a relnted costs amount within
the amount put into reserve for each area on a yearly basis. Suggestion: Open Space $30,000, Historic
$5,000, and Housing $10,000 designated for "related costs." If the amount is not used, it is rolled over
for the following year within the individual areas. Any proposed expenditure from" related costs" must
come before the Committee and receive approval.
Housing may have some legal costs on projects or appraisal/feasibility study costs on possible town
acquisitions.
Historic doesn't usually have additional costs.
Open Space used to have monies pay for these expenses, no longer available. We have to have a way to
pay this.
