Members present were: Paul Hush, Roy Robinson, Jeanne Boehm, Elizabeth Taylor, Terry Ryder, Paul Ruchinskas, and Roland Bassett Jr. Others in attendance: Peter Johnson 1. Approval of Minutes of January 27, 2010 MOTION by Roland Bassett Jr. to approve minutes as corrected Second by Elizabeth Taylor VOTE: 7-0-0 Approval of Executive Session Minutes of January 27, 2010 MOTION by Roland Bassett Jr. to approve minutes as corrected Second by Roy Robinson VOTE: 5-0-Z 2. Review and vote on Matthews Open Space acquisition Question regarding list sources of funds?-Open Space legal fees (means CPA Open Space) Town of Orleans-Selectmen approved going to TM for amount $187,000-may increase their offer ($225,000-$250,000) State Land Grant applied for at this time June 30 deadline; P+S may be extended for funding BCT has a P+S for an adjacent piece, if Matthews purchased Tax title piece adjacent Has Orleans asked for any restrictions? Conservation Restriction (not to exceed our restriction) additional layer of protection Bottom line is to protect the land/well worth proceeding Not just for Orleans; has an impact on Brewster's future regarding water district In future planning, we believe all these lots could be developed in subdivisions-maybe 20 years Is there land in Brewster that should be purchased? YES, but we are on track to protect 35 acres. All these are developable lots with future purchases. CPC Minutes 01-27-10 Page I of 3 MOTION by Roland Bassett Jr. to approve $375,000, contingent upon other funds come from other sources, to complete the purchase for CPC purchase of Matthews Property Second by Elizabeth Taylor VOTE: Roland Bassett Jr. Motion withdrawn MOTION by Jeanne Boehm to approve purchase of the Matthews Property for a total price of $750,000 with CPA limited to $375,000 purchase contingent upon the additional funding coming from other sources Second by Elizabeth Taylor VOTE: 7-0-0 3. Review draft of CPC May Town Meeting Articles A. BCT is a private organization Corrections made as discussed-$375,000 is the limit Town land is open to "passive recreation". B. "buckets" ET presented the "draft" articles Discussion proceeded regarding the wording of all sections Amounts; Historic; $10,000 Open Space; $50,000 Housing; $10,000 Recreation; $10,000 For expenses that went previously into Administration; to be borne by each category Change in the accounting mechanism, to be presented by Paul Hush at TM MOTION by Roland Bassett Jr. to approve Article Summaries for Spring Town Meeting, with changes. Second by Roy Robinson VOTE: 7-0-0 4. Review draft of CPC article for Brewster 2009 Annual Report Corrections/additions made as discussed MOTION Roland Bassett Jr. to accept Brewster 2009 Annual Report statement with revisions. Second by Elizabeth Taylor CPC Minutes 01-27-10 Page 2 of 3 Vote 7-0-0 5. Paul Ruchinskas report on CPC applicability of possible project discussed at last meeting 6.
