Present: Paul Hush, Jeanne Boehm, Elizabeth Taylor, Terry Ryder, and Paul Ruchinskas

Review Minutes of June 9, 2010
Discussion regarding the amount of detail needed for minutes, nothing resolved.
MOTION: Jeanne Boehm made motion to approve minutes as corrected.

2. New applications
A. Brewster Meeting House Preservation
Don Schober, President of the Brewster Meeting House Preservation Project gave an
overview of where this project stands as this point. The Board of Directors is in the process of hiring
an architect and will produce schematic designs soon. The building is in much worse shape than
originally anticipated. The foundation is in need of replacement; requires lifting the 1st floor and re-
pouring the foundation. They also need work on the fagade facing 6A. This work cannot wait. All the
original work will focus on the envelope not the inside.
The BMHPP is requesting, in writing, a 30 day extension of the Julyl application deadline to the
CPC. They were told that date is flexible; it refers to how long it takes to go to the appropriate areas
then back to CPC in order to be able to make a recommendation for the next Town Meeting warrant.
In this case it must go to the Historic Commission for their recommendation to the CPC.
Mr. Schober indicated the application to CPC will be in on or before July 30, 2010. Brewster Old
Kings Highway has already approved this project they just need samples of materials being used. They
have also talked to the Cemetery Committee, as an abutter, to discuss covering and protecting the
stones and area as the work progresses.
MOTION: Terry Ryder made a motion Brewster to allow a 30 day extension for the submission
of the Meeting House application to CPC. Second by Elizabeth Taylor. VOTE: 5-0-0.
3. Discussion of housing and buy-down plans with Housing Partnership
Jillian Douglass announced they had the second Buydown program closing. $30,000 dollars, as
previously approved, was given to the applicant from this program" to preserve the affordability of a
deed restricted unit.".
There was further discussion regarding the evaluation of the buy down program as well as the
amount that can be awarded. Originally $20,000 per application was the amount set but then it was
felt this was raised to $30,000 for this one time. The Partnership wants as much flexibility as possible,
while the Committee wants a clear set of criteria.
The Committee felt there should be a general outline of what this buy down is doing; including the
maximum amount of the grant, advertising, and working with local bankers and realtors. Jillian would
like to set up an "outreach meeting" with the housing partnership, bankers and realtors to develop
this. This would be by invitation to bridge the gap and brainstorm this issue. She is requesting
$500.00 for this meeting as well as ~~preliminary experimental advertising" to inform the public of the
program and how, when and where to apply.

MOTION: Jeanne Boehm made to motion to award The Housing Partnership Committee $500.00
to develop and provide an outreach meeting with local bankers and realtors to brainstorm the Brewster
Buy Down program. Second by Paul Ruchinskas. VOTE: 5-0-0
Further discussion continued regarding the AADU Bylaw. There have been several inquiries about a
program to possibly help to construct these units. The Housing Partnership would have to come up
with separate/tighter criteria for these types of units. We would require a deed restriction. Housing
Partnership will have an application forthcoming.
The Committee still recommends the hiring of a housing consultant or assistant housing person;
possibly 10 hours a week, working with partnership under Asst. Town Managers supervision, however,
Jillian has concerns about the concept.
2. Continued- New applications
B. Brewster Cemetery Commission
This is a request for $18,000. for Historic Preservation. The application will be referred to the
Historic Commission through Roy Robinson. Hopefully it will be back to CPC by the next meeting. The
committee requests a complete application be submitted/12 copies.
4. Review new available dollar numbers from Lisa Soave
According to this spreadsheet, there is $175,000. not reflected. Paul Hush will meet with Lisa
Souve and go over these financials before the next meeting. We need a better understanding of where
the monies stand.
5. Update on signs
Discussion regarding signs for each project at next meeting. We need it clear upfront that the
Town and CPC monies are acknowledged at each site.
6. Other business
Projects that have not been completed; where is the money, and what is the status. This is in
reference to the Millsites. The CPC should assign a single person for the committee to follow up with
the applicant.
