HomeMy Public PortalAboutCommunity Preservation Committee -- 2010-07-28 MinutesDate Approved 8-25-10 Vote 7-0-0 Town of Brewster COMMUNITY PRESERVATION COMMITTEE Meeting Minutes 7uly 28, 2010 Present: Paul Hush, Terry Ryder, Paul Ruchinskas, Elliott Carr, Jeanne Boehm and Elizabeth Taylor Guests: Donald Schober (Brewster Meeting House Preservation Project) 1) Review minutes of June 23, 2010 meeting MOTION: by Paul Ruchinskas to approve the minutes as presented Second by Jeanne Boehm VOTE: 5-0-1 Review minutes of July 14, 2010 meeting MOTION: by Elizabeth Taylor to approve the minutes as presented Second by Jeanne Boehm VOTE: 3-0-3 2) Update pending and possible applications A. Letter from Brewster Meeting House Preservation Proiect (received July 28, 2010) Don Schober presented a request for a delay in this project until December, 2010 for presentation at May, 2011 Town Meeting. Due to further investigation of the building there is a dramatic cost increase. Anew foundation will be needed which involves lifting the building etc. They are considering a phasing plan beginning in the Fall, 2010; 1) lift slightly, por a new foundation, set down and fagade work. The front fagade has been found to have severe damage to the main timbers which implies a complete fagade replacement, 2) sides, windows and roof. The BMH Board is comfortable with this new plan but they want to put all finances (grants, loans etc) in place thus they are not ready with an application to CPC. They will keep CPC updated as to the progress of the application. This will be a complex project. Old Kings Highway and Brewster Historic like the design; they have approved the project but need material samples. B) Brewster Cemetery Proiect #2; $18,000.00 request Joan Carstanjen presented this project on July 14th but due to a lack of quorum, it could not be voted upon. Priorities have been established. Carr-they have never raised a penny anywhere else. Taylor-they are a Town Committee, we have not required that before. "In kind" contribution has a great value. Carr-are we funding an ongoing project, year after year? Hush-we have a letter from Brewster Historical Committee in favor of this work Carr-we seem to be funding a group, not a project. CPC Minutes 07-28-10 Page I of 3 Carr: Motion to approve Brewster Cemetery Project #2 for $18,000.00 (Fall 2010 TM) Ryder: Second VOTE: 6-0-0 C) Citizen petition/38 Paines Creek Road Beach Purchase This application has been passed on to Open Space and Recreation for review. Open Space likes the concept but does not approve the purchase through OS funds. Tay/or-Open Space feels the beach is only 76' frontage not 150' as previously stated. Hush-does the beach belong to the parcel? Tay/or-with the house demolished it would only net 6-8 parking spaces. Defer further discussion until next meeting Taylor: Motion to go into EXECUTIVE SESSION regarding possible land acquisition Boehm: Second VOTE: 6-0-0 (see Executive Session Minutes for details) 3) Consider applicability of additional expense for Blacksmith Shoo project This project can not receive an occupancy permit without insurance policy which requires an alarm system. There is still some monies available from the original work, is the alarm allowed within the scope of work? Tay/or-They can not open to the public without insurance. Hush-no additional money to be spent: this is part of the original expenditure. Boehm-has the appeal lawsuit been dropped? Taylor-yes, the Town is meeting with the neighbors regarding parking and traffic. Consensus: to allow monies from the Blacksmith project to be used for an alarm system- normal part of getting the shop up and running. Request: Roy Robinson to request a written explanation of the project; scope of work, money spent, money left, completion etc. 4) Contracts with Mark Robinson for Open Space work. A. Contract #3-continuing work with Mathews Propertx; not to exceed $1,800.00 Work on State application, continuing to work with the owner. Orleans will pay ~/z of the costs. B. Contract #4- attendance at Open Space meetings Carr: Motion to approve Contracts 3 + 4 for Mark Robinson as described above. Ruchinskas: Second VOTE: 6-0-0 Discussion Tay/or- memo from Mark Robinson regarding Land Grant Application to update "drinking water grant". Money is available. Orleans will split the cost to re-apply. This may cost between $1,000.00 and $1,200.00 to reapply for $385,000.00. The appraisal will need to be re-done (about $2,200.00) Carr: Motion to approve between $3200.00 and $3400.00 for Mark Robinson to re-apply for State Drinking Water Grant. Ruchinskas: Second VOTE 6-0-0 CPC Minutes 07-28-10 Page 2 of 3 5) Assign follow-up responsibilities (CPC liaisons) for approved applications that are still in progress.
