October 13, 2010
Present: Paul Hush, Roy Robinson, Elliott Carr, Paul Ruchinskas, Jeanne Boehm, Elizabeth Taylor and
Roland Bassett Jr.

1. Minutes of September 22, 2010
MOTION: by Paul Ruchinskas to approve the minutes of September 22, 2010 as presented

3. Town Meeting Article
Draft #5 has been written
$18,000 for Cemetery Project #4
$156,000 additional funds from State allocation
Discussion regarding the write-up as to the distribution
4. Discussion regarding CPC signs
Mooers- presented Committee with comparison styles and cost from 2 local vendors
Carr- I like the same size and style as Brewster Conservation Trust, perhaps with Town logo, same
colors.
Robinson- we need something of a more permanent nature at Drummer Boy (by the split rail fence)
Joel Conne//y- a sign is needed by the road that will bring more people in to the Blacksmiths Shop and
Windmill
Hush-that would be up to the Historical Society, we just note projects that are paid with Town CPC
funds.
Robinson- the wording is too much. I suggest "A Brewster Community Preservation Project" with the
Town Seal.
Mooers-there has been a recommendation to have the color scheme the same as BCT (white letters on
green)
Hush- what is the Committee opinion regarding this?
Boehm- Too much the same, people will not differentiate the projects. I think we should reverse
(green letters on white)
Hush-which sample do you prefer? Vote of Committee; white sign/green letters

presented and agreed upon by Committee.

5. Other business to come before the Committee
A. Natural Resources- Discussion regarding adding monies to CPC land projects for additional
expenses; trails, maintenance, stair, signs and parking areas. Many of these things are required by
the grants that a received. Mathews' property must have trails cut as well as the cost of removal of
existing dilapidated shed.
Tay/or- I have been in contact with Stuart Sagiinor; we can use funds for land bought with CPC Open
Space funds. We should ask Town Counsel regarding parking areas.
Hush- I direct Elizabeth Taylor to ask Town Counsel.
Tay/or-we also have to look into removing invasive species, this is a continuing project. Would it come
out of Misc. for Open Space?
Ruchinskas-Is this a one time or continuing item?
Bassett-I don't think the CPC can cover continuing maintenance unless included in the original
proposal.
Taylor-must be repeated, can be conditioned with the purchase of the property.
Hush- we should look carefully at each property and include this in the original proposal.
Bassett- we should get clarification from the State in writing.
Taylor-this is off the State website but I will check with the DOR.
B. Request from Chris Miller regarding Matthews's property; establish parking, remove building
and open field.
Bassett-this committee was not made for reducing taxes.
Mil/er-we are looking for a funding source to maintain properties.
Tay/or-I will place a call to DOR
Mi//er-Spruce Hill stairway needs replacement
Hush- if it was purchased with CPC monies we can replace it.
Mi//er- we must remove a building from Matthew's property. Hope DPW will do this; but there is the
expense of the tipping cost and t-base for parking. Cost are unknown.
Tay/or- we must think ahead in the future and plan for these things.
Miller- Quivet Marsh Vista needs $1000.00 to bring up to specs; sign, cutting etc.
Tay/or- I have been given a list from Chris Miller as to these last 2 projects
Mil/er-the last is the Millsites/Upper Dam, I will come forward with an application for this it was last
replaced in the 60's.
Carr-we have a Millsites project in progress
C. What about the creation of a "dog park" through the Recreation Department on Town
property?
Miller-have you looked at a dog park at the landfill? It is a grassy field, separate entrance, controlled
for leaching, same size as Drummer Boy Park.
Hush- we could entertain a proposal through the Dog Park Committee
Bassett- we are on the edge with these maintenance projects.
Tay/or-Must get Charlie Sumner's permission to call Town Counsel, but I will put in the request to DOR
D. Open Space proposals- Open Space has done a site tour of 4 parcels for sale.
Mark Robinson-we would like to get appraisals for these 4 parcels. Any one of these would be a nice
acquisition for the Town. Gives us pond access, not making beaches.
Bassett-passive recreation?
Mark Robinson- 2 are impacted by the power lines keeping the price low.
Hush- Are there any buildings on them now?
Mark Robinson- one, a tear down cottage.
Carr- land values are low, look ahead. Great attractiveness with Recreation use.

Mark Robinson- Market for open land is hard, vacant land has collapsed. We need appraisals to show
the sellers.
Taylor- a priority in town is the ponds.
Hush- are they fishing ponds?
Bassett- not stocked.
Miller- per acres value is so much higher, biggest issue is ponds-preventing development is valuable.
Boehm- how big are the lots?
Mark Robinson- 1.5 to 2 acres
Ruchinskas- are they top priority?
Taylor- All 4 are high priority on Open Space mapping. All ponds are impacted.
Bassett-ponds remain private

Miller-Canoe Pond might be a great pond
Mark Robinson- Canoe Pond is a great pond
