Meeting Minutes
DECEMBER 8, 2010
Present: Paul Hush, Roy Robinson, Elliott Carr, Terry Ryder, Paul Ruchinskas, Jeanne Boehm, Elizabeth
Taylor and Roland Bassett Jr.
Guests: BMHPC- Donald Schober (chairman), Dwight Woodson, Sharon Marotti, Elenita Muniz (fund
raising chair), Rev. Mary Ganz, Lisa Gerrish, Historical Commission; Ellen St.Sure, Pat Busch, Bill Wibel
and Nancy Cannon.
4:30 Call to Order
1. Minutes of October 13, 2010
MOTION: by Paul Ruchinskas to approve the minutes of October 13, 2010 as amended

2) Conitinue discussion of supplemental expenses for Matthews purchase (Elizabeth Taylor,
As per discussion at October 13, 2010 meeting approval of the following;
Sign $250.00
Trail Improvements
Parking area $500.00
Demolition of structures $1200.00
Quivet Marsh Vista Sign $1000.00
Tay/or-from now on we will put a contingency into each purchase for signage and any clean-
up/maintenance needed-this will be rolled into the application request. It can come out of the Misc.
under Open Space. All bills will be sent to Orleans for 1/2 payment.
MOTION: by Elizabeth Taylor to approve up to $3000.00 for Natural Resources projects at the
Matthews property and Quivet Marsh Vista as noted above.
Second: Roland Bassett Jr.
VOTE: 7-1-0 (Carr opposed to signage)
Taylor- The state requires signage at each project they participate in.
4) Review updated report from Lisa of available funds for future applications
Hush- new financial figures from Lisa Souve; for FY11;
$882,000.00 Open Space
$410,000.00 Housing
$ 79,000.00 Historic
$249,000.00 30% portion
$224,000.00 4th allocation/ "bucket"
We have caught up with extra funding. May Town Meeting will vote on another years
allocation.

Carr- Much is bonded out for Open Space. Can we bond for Historic? This may be a question for Town
Counsel.
Hush- my understanding, YES.
Bassett- Can you bond from the 30%?
Carr- This should be checked with Charlie (Town Administrator) and Town Counsel.
Ruchinskas-will the 4th ever go away?
Hush- NO, it always stays.
3) Review new application for funding from Brewster Meeting House.
Hush- This is the beginning of a process, good lead time for May Town Meeting presentation. After
discussion tonight it will be sent to the Historic Committee for their recommendations.
Schober- introduced all members present; trustees, co-minister, and Brewster Meeting House
Preservation Project Corporation members etc. Don gave a brief overview of the project as it stands
now;
The fence went up Monday making it an official hard hat construction site. To be clear this is a
preservation and renovation not restoration. There are 4 aspects to this project; the building
committee with the contractor Cape Associates, financial, fundraising and the construction loan.
Phase 1 has 2 parts (A and B);
1A -the front part of the façade; lifting the building, new reinforced poured foundation
(excavated to 6 feet with a crawl space) and reinforced floor.
1B- roof trusses- must get an easement over the cemetery to remove an unused chimney.
They plan to cover the headstones for protection. This will be monitored through out.
Then site work will be completed with new walkways, plaza and handicapped access.
Carr- Does this meet historic standards?
Ruchinskas- It is still classified as Historic.
Hush- what is going on in the back?
Schober- Nothing, just the removal of the chimney and replace the siding. Ramps will come up from
the front parking lot. Drainage will keep water away from the building. We will have small lift inside
to allow persons to get to the stage level. Working with Coastal Engineering, Cape Cod Five (approved
construction loan) and Cape Associates.
Financially; money raised to date through fund raising, loan, church endowment fund and CPC fund
request. Most of this will go into Phase 1B. The major focus is the envelope (keep water away from
the building)
Carr- no gutters?
Woodson- No, but we will provide (drywells) an efficient way to remove water.
Hush- Monies won't be available until July 1st
Schober- that is good timing
Hush- would you give a brief summary of the project contractors.
Schober- the architectural firm is from Boston with considerable historic preservation experience.
Cape Associates will hire all sub contractors within the specifications.
Hush- What if you don't get $250,000.00?
Woodson-we can stop at the end of phase 1A, church would be usable.
Hush- You would not replace the roof and clapboards?
Woodson-if we have to cut t would be outside improvements.
Schober-our fundraising is within a 5-year pledges. Fundraising will continue at about $90,000.00 per
year.
Hush- any questions or comments from Historic?
Bush- we are here to listen
Ruchinskas - It looks like Phase 1 will end in June; Appendix E (budget)-what is construction
contingency?
Woodson- cost plus arrangement-10% contingency built in, not reflected in these figues. Fixed fee
based on estimates. Incentive to be efficient.
Carr- historic windows?
Woodson- original glass, Cape Associate will rebuild with no storm windows.
Schober- historic reglaze.

Robinson- most questions have been answered, I suggest we look into the uncommitted funds to
cover a portion as Historic won't cover this all. With $650,000.00 in pledges-how much in real money?
This has my support.
Hush- $75,000.00 now in Historic, $85,000.00 after July 1st, balance out of 30%.
Carr- I would feel more comfortable if we can borrow.
Boehm - If you don't get the entire $250,000.00 can the construction loan increase?
Schober- we have almost $200,000.00 in cash now. It is not possible to increase the construction
loan (church properties are collateral).
Taylor- I am interested in looking for bonding. Can you tap all levels?
Hush- yes.
Ruchinskas- will there be a "preservation restriction" included?
Bassett- always in the past.
Historic concerns-
Busch- How much cash and how much pledges? Not all pledges are fulfilled, has this been considered?
Elenita Muniz-$200,000.00 in the bank now, some fees have been paid out.
Bill Wibel- can funds be isolated for Historic Preservation rather than interior work for accounting
purposes?
Woodson- YES, that can be done.
Hush- you will commit to be done that way?
St.Sure- If CPC monies are allocated, it is for external building only.
Carr- has to be a historically certified building. They only care about the facade.
Hush- decide what $250,000.00 specified for and where it fits in.
Ganz- grateful for the consideration
Hush- CPC doesn't want to partially fund a project not to be completed.
Sharon Marotti- comfortable with the goals and amount to be raised.
Hush- when you came before us a few years ago there was no fundraising plan, now that has been
answered.
St.Sure-Appendix B-"public input"; non church members.
Schober- one, Lisa Gerrish
Hush- separate corporation; monies only for preservation
Schober- we pre-selected the contractor to involve him hearly on. Minimize surprises.
St.Sure- This is the first big money project of a building not publically owned. What kind of
restrictions will the CPC put on this? Are the Meeting House people aware of restrictions?
Carr- certainly historic, not required to do anything in the future.
Ruchinskas- preserve the exterior of the building but not the use.
Hush- can't require too much, rely on "faith". Maintain integrity as a historical project.
Wibel-the building is a "historic resource"
Hush- the building will be available for public events
Gerrish- as a non-church member; part of the center of Brewster, more of a town resourse.
Hush- several letters of support have been received.
Gantz- the property is considered held in public trust. Open to the community. That is why we are
here.
Ruchinskas- a thorough and well done application
Wibel- I would suggest when Historical Commission meets it will be publically posted someone from
this Corporation should attend.
5) DiScussion of signs for CPC projects-Peter Johnson
Matthews draft sign to be presented at next meeting
All new projects will have signage built in
