Meeting May 28, 2013, Report June 26, 2013
The Committee on Personnel and Town Organization met on Tuesday May 28, 2013, at
9:00 AM in the Council Chamber. Present at the meeting were Councilors Susan Falkoff (chair),
Cecilia Lenk, Vice Chair, and Stephen Corbett, Secretary. Also present were the Auditor, Tom
Tracy, and resident Nancy Hammett.
The Committee discussed the need to consider a salary adjustment for the Auditor and
the Council Clerk for FY 2013. The last adjustment was for 2012. All department heads were
just granted a 2 and 1/2% increase for 2013. It was also noted that raises cannot be retroactive
for more than two years. The Committee also discussed the need to conduct performance
evaluations on a timely basis so that salary adjustments can be made consistent with the
budget schedule.
The Committee recommends to the Council the following two motions:
1. Performance evaluations will be conducted for the Auditor and the Council
Clerk by the end of April of next year (and each year thereafter), and
2. The Auditor and Council Clerk should be granted a 2 and %% salary increase
at this time for FY2013. The Council Clerk's hourly rate should be rounded off to $26.14
consistent with the Manager's confidential secretaries.
In other business, the Committee recommends that a letter be sent to the Collins Center
requesting that the Public Works Study be completed by the end of June. The Committee also
noted that the State Division of Local Services should be submitting their financial management
review in June.
Nancy Hammett offered several comments regarding the Organizational Structure
Study. She feels the Town Services Division would be too big and the restructuring would
require new hires due to the added responsibilities. Also, she feels departments such as DPW
should identify quantitative performance measures, such as streets paved, etc.
There being no further business, the meeting adjourned at 10:00 AM
