Brewster Town Office Building Present: Amy Usowski, Elizabeth Taylor, John Lipman, Joanne Hughes, Jane Johnson There were initial comments on how the community meeting went on Sept 11th 2010. Comments on Phase I Report: Section 3: 3.2 J. Hughes: Keep numbers of watersheds vs. subwatersheds consistent. Either use watersheds or subwatersheds, not both. Brewster has 6 watersheds that were divided into 50 subwatersheds. 3.3 Johnson: need to have a glossary for terms for people (such as watershed, subwatershed, ground water, etc). She will provide a list of terms that should be included. She also questioned what the difference between "open space" and "protected open space." Addressed in 3-6. Taylor: change open space percentage to "almost a third" in this section (3.3.6) 3.3.2 Johnson: Natural Resource Protection Design Bylaw as well as a Sand and Gravel Bylaw and Groundwater Protection Bylaw. This was while the DCPC bylaw was active. 3.3.9 Taylor: Mention that there are plume(s) coming from the dump as now it shows no toxic plumes. Maybe put this as a different section? Or should we put it in a different chapter? Usowski: keep plumes with groundwater problems and not as a new section. Just do a subheading or bullet at the•end of section 3.3.9 to keep all groundwater issues together. Taylor: title it"Point Source Pollution" Lipman inserted a paragraph to this effect in the revised text. 09-17-10 www.TOWN.BREWSTER.MA.US Pagel of 2 Taylor: there are areas in town that CDM is saying have impervious surfaces such as the sand and gravel pit and other mining areas which we know to be pervious. The maps CDM used show them as impervious surfaces. Figure 3-5: Can this be addressed? 3.3.4 in PB 8 (sand pits north of Freeman's Way). Gallagher: can they reference where they got the data from? J. Hughes 3.3.9 Eliminate discussion on Brewster Park. 3.3.6 Taylor: is land that BCT has a CR on incorporated in "BCT Land?" What about our well areas, are these considered protected open space? They are considered as open space. What category do we put golf courses in? Not shown as open space. None of the CRs are on Figure 3- 7. Gallagher: page 3-8 the bullet points: put them in order so the numbers are consecutive (buildings per acre). Also mentioned a number of other spelling/grammatical errors in section 3. Taylor: Was sea level rise ever considered to be in this report? It does not show up anywhere. Lipman: is it really pertinent to this study especially in this phase? J. Hughes: Figure 3-2 What is a non-community water source? A private well? Section 4 Gallagher: minor grammatical changes needed on page 4-1. Johnson: page 4-3 last sentence 32 study areas that fall into categories 1 and 2, these areas should fit into categories 1 and 3. She stated that this comment had already been sent to Sue Leven.
