BETWEEN l N.OF WATERTOWN AND WATERTOWN POLICE SUPERVISORS ASSOCIATION, MCOP LOCAL 373 G ' The Tew i of Watertown and the Watertown Police Supervisors Association, MCOP Local 373 hereby agree, subject to ratification by the Union membership and appropriation by the ToXZ ouncil,to a three (3)year collective bargaining agreement effective July 1, 2022 through June 30, 2025 which shall contain the same terms and conditions as the parties' most recent agreement, except as modified by the following: 1. Duration—3 years 2. Wages: 7/l/22-2.50% 7/l/23 —2.50% 7/1/24—2.50% J. Delete agency fee provision from Article 7 (second paragraph in its entirety). 4. Personal Leave-No personal days to allowed on the following days unless an officer has signed up to work an extra shift: Christmas Eve, Christmas Day,New Year's Eve, New Year's Day, Thanksgiving Eve, Thanksgiving Day and July 41n 5. Change measurement of summer vacation pick period from ten(10) days before school ends in June and ten(10) days after school year starts in September to June 1 Oth and September 20, respectively. 6. Revise Article 24, Section A(4) to read as follows: "When an employee utilizes sick leave for more than three (3) consecutive work shifts or when the total number of sick leave incidences exceeds seven (7)..for the preceding twelve (12) months, if the Police Chief or his designee so requests, shall be substantiated by a doctors certificate at the employee's expense prior to the payment of sick leave. For purposes of this section, a sick leave 'incidence shall be defined as the use of sick leave for one (1) or more consecutive full work shifts." 7. Detail Supervisor—Amend Article 14, Section J references to "twelve (12) or more details" to "ten(10) or more details". Define references to "ten (10) or more details" as detail requests from vendors involving separate work sites that are filled or unfilled, so long as the work project at that site goes forward. In exchange for change in Detail Supervisor provision, night and weekend differentials to be increased by 1% effective upon funding of CBA. c y 8. Non-Quinn Education—Increase exis ing flat amounts as follows: Current 7/1/22 7/1/23 Associate's $5,000.00 $6,000.00 $6,500.00 Bachelor's $9,000.00 $11,000.00 $12,000.00 Master's $11,250.00 $13,7500.00 $15,000.00 9. Private Detail Rates: Effective upon funding of CBA, increase rate to $62.00. Effective upon funding of CBA, add a new night detail rate at$5.00/hour above the then applicable day rate for details that are scheduled to begin at 4pm or later and before lam. Details that are scheduled to begin after 4pm which go beyond lam shall only receive the night rate for hours worked prior to 7axn. 10. Holidays —delete provision making officers on swaps ineligible for superholiday benefit. 11. Education Degrees Covered—Effective on funding of CBA, expand qualifying degrees for non-Quinn officers to include Psychology(including Social Psychology), Sociology, Social Work, Homeland Security (including Counterterrorism) and Forensic Science. 12. Effective upon funding of CBA, add 2% specialty stipend for Patrol Scheduling positior, 13. Holidays —Add language to reflect that officers working in an administrative 5 and 2 position that is not subject to backfilling will receive the existing Police Memorial Day holiday as a floating paid day off. 14. Leave usage—Officers working in an administrative 5 and 2 position that is.not subject to backfilling may-utilize sick,family sick,personal and vacation time in one (1) hour blocks. 15. Retroactivity Only individuals who were-members of the bargaining unit at the time of ratification of the successor collective bargaining agreement or who retired during the period covered by the agreement shall be eligible to receive any retroactive amounts to be paid under this Agreement. 16. Wage reopener In the event that the City voluntarily enters an agreement covering the Patrol Officer or Firefighter bargaining unit which agreement provides for increases in compensation that are greater than those provided by this Agreement,the'Union shall have the right to reopen and renegotiate this Agreement with respect to compensation. 2 Non-CBA Proposals 1. Video cameras to be installed in vehicles at discretion of Chief, subject to negotiation of a policy prior to implementation and discussion of the impacts on workload. 2. Body cams to be implemented at the discretion of the Chief, subject to negotiation of a policy prior to implementation and discussion of the impacts on workload. 3.
