HomeMy Public PortalAbout2017-08-211 REGULAR COUNCIL MEETING, AUGUST 21, 2017 CALL TO ORDER The Regular Council Meeting of August 21, 2017, was convened at 6:00 P.M. by Mayor Carrie Tergin. ROLL CALL The f ollowing Council Members were present for the roll call: Present: Fitzwater, Graham, Henry, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Absent: None A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilwoman Ward, seconded by Councilman Graham, to adopt the agenda as published. The motion was approved unanimously. MISCELLANEOUS AGENDA ITEMS City Administrator Steve Crowell made a presentation and introduced Mr. Clint Bishop, Housing and Property Inspector, as recipient of the Outstanding Employee Service Award recipient for August, 2017. Following Mr. Crowell’s presentation, Mayor Tergin congratulated Mr. Bishop and stated she receives positive comments about Mr. Bishop’s performance on a continual basis from members of the public about his positive attitude and his outstanding work. She thanked him for his outstandi ng work after which she presented him with a City coin and a token of appreciation from the City. Mayor Tergin introduced and welcomed Interim Lincoln University President Michael Middleton, and his wife, Dr. Julia Middleton, and asked them to tell the City a little bit about themselves. At the conclusion of their comments, Mayor Tergin asked Councilman Graham to make an announcement about an upcoming Lincoln University event. Councilman Graham invited the public to attend the Blue Tiger Fest on Wednesday, August 23, at 6:00 P.M. in the downtown area to welcome students back to LU for this season. He also encouraged citizens to drive by the new LU stadium and 2 REGULAR COUNCIL MEETING, AUGUST 21, 2017 stated he looked forward to night games in that great new addition to the campus. Mayor Tergin recognized some Boy Scouts in the audience and asked them what school they attended. There were two home-schooled scouts, and one scout from New Bloomfield. She welcomed them and wished them well in their endeavors. PUBLIC HEARINGS a. FY2018 Budget and Gross Receipts Utility Tax (“GRUT”) Finance and I.T. Director Margie Mueller made a brief presentation highlighting this year’s proposed budget and the GRUT rate. At the conclusion of the presentation, Mayor Tergin opened the floor for public comment. No one came forward to speak on the matter. Mayor Tergin declared the evidentiary portion of the public hearing concluded and stated the Council will now take up the associated pending bill, 2017-41. 2017-41 sponsored by Councilman Mihalevich, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ADOPTING A BUDGET AND PERSONNEL CLASSIFICATION PLAN FOR THE CITY FOR THE PERIOD OF NOVEMBER 1, 2017, TO OCTOBER 31, 2018, AND APPROPRIATING MONEY IN THE CITY TREASURY TO PAY THE COST OF OPERATING THE CITY GOVERNMENT DURING THAT PERIOD IN ACCORDANCE WITH THE BUDGET. Bill 2017-41 was read third time by title, placed on final passage , and passed by the following roll-call vote as Ordinance 15700: Aye: Fitzwater, Graham, Henry, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None b. Establishing 2017 Tax Levy Rate Finance and I.T. Director Margie Mueller presented the proposed tax levy rate for 2017, and stated that no changes were proposed in this year’s proposed levy of property taxes from last year’s rate. At the conclusion of the presentation, Mayor Tergin opened the floor for public comment. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS No presentations were scheduled. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF Mayor’s and City Council Announcements:  Mayor Tergin announced that she had attended the ribbon cutting and first home game held in Helias Catholic High School’s new stadium on Friday, August 18. She congratulated them on this achievement and stated it was a wonderful addition to the City.  Mayor Tergin announced the City is striving to reach a 100% participation in this year’s United Way campaign, and if achieved, she would ask City Administrator Crowell to show his appreciation.  Mayor Tergin thanked and congratulated everyone in the City who had worked so hard to make the Eclipse event such a success in Jefferson City.  Mayor Tergin announced that the next Regular Council meeting would be held on a Tuesday, September 5, due to the Labor Day holiday observance on Monday, September 4. 4 REGULAR COUNCIL MEETING, AUGUST 21, 2017  Councilman Mihalevich announced that the Budget Committee had completed its review of the budget at its August 17 meeting and voted to move it forward to the full Council. Therefore, the remaining Budget Committee meetings previously scheduled would be canceled.  Councilman Henry stated that the August 24 Public Works & Planning Committee at 7:30 A.M. would be changed to a 12:00 P.M. Bus Tour instead.  Councilman Fitzwater mentioned the “eclipse selfie contest” between Mayor Tergin and Councilman Mihalevich. Mayor Tergin presented Councilman Mihalevich with a token gift in appreciation for his ef forts to promote awareness of the event for the City. PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS Mr. Paul Sampson of Central Missouri Professional Services made comments urging the Council to approve Bill 2017-59 (Final PUD Plan for 1732 & 1736 Vieth Drive) when it comes up for a vote at the September 5 Council meeting.
