SUBJECT: ADOPTION OF PROPOSED RESOLUTION NO. 14-5045 APPOINTING
COUNCILMEMBER CYNTHIA STERNQUIST AS TEMPLE CITY'S
REPRESENTATIVE ON THE BOARD OF TRUSTEES OF THE SAN
GABRIEL VALLEY MOSQUITO & VECTOR CONTROL DISTRICT
RECOMMENDATION:
The City Council is requested to adopt proposed Resolution No. 14-5045 appointing
Councilmember Cynthia Sternquist as the City's representative on the San Gabriel
Valley Mosquito & Vector Control District Board of Trustees for a two-year term of office
ending on December 31, 2016.
BACKGROUND:
1. The San Gabriel Valley Mosquito & Vector Control District (District) was founded in
1989 to protect residents from mosquito -borne disease through public education,
surveillance, and control of mosquitoes.
2. On October 16, 2012, City Council appointed Mayor Pro Tem Stemquist as
Temple City's representative on the Board of Trustee of the San Gabriel Valley
Mosquito & Vector Control District. Her appointment was for a two year term
starting from January 1, 2012 to December 31, 2014.
3. On October 8, 2014, the City received a letter from San Gabriel Valley Mosquito &
Vector Control District requesting that the City Council appoint a qualified individual
to the Board of Trustees prior to its January 9, 2015 meeting as the term for the
City's current Board of Trustee (i.e., Councilmember Stemquist) will end on
December 31, 2014.

ANALYSIS:
The San Gabriel Valley Mosquito & Vector Control District (District) promotes cooperation
and communication with property owners, residents, social and political groups, and other
governmental agencies to aid in the efforts of educating the public about mosquito -borne
diseases. The District is governed by a twenty-four member Board of Trustees with one
Trustee appointed by each contracting city and one by the County of Los Angeles. A
map of the District is attached (Attachment "C").
City of Temple City is one of 24 member agencies that comprise the San Gabriel Valley
Mosquito & Vector Control District. The District provides mosquito and harmful disease
vector control services for its member agencies. As part of its membership in the District,
Temple City controls one seat on the District's Board of Trustees.
The District has requested that the City Council appoint a qualified individual to the
Board of Trustees prior to its January 9, 2015 meeting. Councilmember Sternquist is
the current delegate and was appointed to serve in this pcsition on October 16, 2012.
Her term ends on December 31, 2014.
Per the California Health and Safety Code Section 2024 (a) the term of office for a
member of the board of trustee shall be for a term of two or four years, at the discretion
of the appointing authority (i.e., San Gabriel Valley Mosquito & Vector Control District)
beginning January 1 and ending December 31.
Councilmember Sternquist has indicated that she would be willing to continue to serve
as the City's representative on the San Gabriel Valley Mosquito & Vector Control
District Board of Trustees for another two year -term of office ending on December 31,
2016.
CONCLUSION:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TEMPLE CITY APPOINTING COUNCILMEMBER CYNTHIA
STERNQUIST AS TEMPLE CITY'S REPRESENTATIVE ON
THE BOARD OF TRUSTEES OF THE SAN GABRIEL VALLEY
MOSQUITO AND VECTOR CONTROL DISTRICT FOR A TERM
OF OFFICE ENDING ON DECEMBER 31, 2016
WHEREAS, the City Council may appoint any qualified elector of the City of Temple City
as the City's representative on the Board of Trustees; and
WHEREAS, Councilmember Sternquist has served the City on the City Council since
June 2009; and
WHEREAS, Couricilmember Sternquist has expressed her desire to be appointed to the
District Board.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY
RESOLVE:
SECTION 1. The City Council does hereby appoint Councilmember Cynthia Sternquist as
its representative on the Board of Trustees for the District for a period ending December 31,
2016; and
SECTION 2. Such appointment is made upon adoption of this Resolution by the City
Council taking such action.
