SUBJECT: REQUEST FROM SING TAO NEWSPAPERS TO MODIFY THE
APPROVED HOURS FOR THE 2015 LUNAR NEW YEAR STREET
FESTIVAL
RECOMMENDATION:
The City Council is requested to consider a request from Sing Tao Newspapers Los
Angeles, Ltd. (Sing Tao) to modify the approved hours for the 2015 Lunar New Year
Street Festival (Festival) to allow the Festival to operate from 12:00 noon to 10:00 p.m.
on Saturday, January 24, and Sunday, January 25, 2015.
BACKGROUND:
1. On August 5, 2014, the City Council approved a request from Sing Tao for the
City to host and co-sponsor the 2015 Festival. The City Council approved the
request subject to certain conditions, including the following:
• The City and Sing Tao will split the direct costs of the event, with each being
responsible for 50 percent of the total cost, up to a maximum City contribution
of $16,000. Direct costs include City staff overtime, Sheriff's Department
staff costs, and equipment rental. Indirect City costs related to staff time
during normal work hours and use of City -owned equipment and facilities will
not be included for the purposes of determining the cost.
• The Festival hours will be 9:00 a.m. to 7:00 p.m. on Saturday, January 24,
and 12:00 noon to 7:00 p.m. on Sunday, January 25.
• The City will not commit to reserving any parking spaces for exclusive use by
Festival attendees. However, the City will not enforce any hourly parking
limits in City parking lots or on -street parking spaces during the Festival.

• The City will publicize the event on its web page, in Connect magazine, and
through the Chamber of Commerce, and will provide mailed notice' to
businesses along Las Tunas Drive and residents one block north and south
of Las Tunas Drive where the street will be closed.
• The City will work with Sing Tao to see if it is feasible to reduce the length of
the Festival along Las Tunas Drive to minimize the number of streets
impacted by the street closure.
2. On October 10, 2014, Sing Tao submitted a letter requesting that the City Council
approve a modification to the approved hours (Attachment A). Sing Tao is
requesting that the Festival be open from 12:00 noon to 10:00 p.m. on Saturday,
January 24, and Sunday, January 25.
ANALYSIS:
Sing Tao representatives have told staff that the reason for the proposed change is to
allow the Festival to Abe publicized and operated as a daytime and nighttime event„ as
opposed to just a daytime event. They believe that this will be more attractive to vendors
and draw a bigger crowd.
The proposed modification to the approved hours would result in a total event time of 20
hours, three hours longer than the originally proposed 17 hours. As a result of the later
closing time on Sunday, Sing Tao is also requesting that Las Tunas Drive remain closed
until 5:00 a.m. on Monday morning rather than 11:30 p.m. on Sunday as originally
requested. The increased event time and street closure time would result in additional
costs for Sheriffs Department staff and City staff overtime. However, the City's maximum
commitment of $16,000 would not change, so there would be no increased fiscal impact.
CONCLUSION:
The City Council agreed to host and co-sponsor the 2015 Festival subject to certain
operating hours. Sing Tao is requesting to modify the approved hours to create a
daytime/nighttime event, which they believe will be more successful.
FISCAL IMPACT:
The City Council agreed to split the direct costs of the event with Sing Tao, with the City
being responsible for 50 percent of the cost up to a maximum of $16,000. The proposed
expanded hours of the event and street closure will increase the direct costs of the event.
However, Sing Tao has not requested any change to the City's financial commitment. As
such, the City's cost will still not exceed $16,000 and there would be no additional fiscal
impact to the City.

Dear Councilmembers:
Sing Tao Daily would like to request for a schedule change for the 2015 Lunar New Year Street
Festival (the Event).
The original proposed time for the Event was 9:00 a.m. to 7:00 p.m. on both Saturday, January 24, 2015
and Sunday, January 25, 2015. At the council meeting on August 5th, many residents had raised
concerns on the hours of the Event. After further consideration, we have decided to rearrange the
schedule of the 2 -day Event by moving the time frame to 12:00 p.m. - 10:00 p.m. on both Saturday,
January 24, 2015 and Sunday, January 25, 2015. We would like the street closure from Saturday, January
24, 2015 at 12:00 a.m. to Monday, January 26, 2015 at 5:00 a.m.
