COUNCIL CHAMBERS – 5938 KAUFFM AN AVENUE PROCEDURE TO ADDRESS CITY COUNCIL: If you wish to address the City Council, please complete a Speaker Request Form, indicating the agenda item number and submit it to the City Clerk. There will be a maximum 20-minute period for comments on any subject with a 3-minute time limit on each speaker, unless waived by Council. You have the opportunity to address the City Council at the following times: • AGENDA ITEM: at the time the Council considers the agenda item; • NON-AGENDA ITEM: at the time for PUBLIC COMMENTS. Please note that while the City Council values your comments, pursuant to the Brown Act, the Council cannot take action on any item not listed on the agenda; and • PUBLIC HEARING: at the time for public hearings under NEW BUSINESS. CONSENT C ALEND AR All Consent Calendar item s may be approved in a single motion as recommended City Council Agenda November 18, 2014 Page 2 of 6 unless removed for further discussion. If members of the City Council or persons in the audience wish to discuss any matters listed on the Consent Calendar, please address them at this time. Recommendation: Approve Items A through I per recommendations. A. APPROVAL OF MINUTES The City Council is requested to review and approve: 1) Minutes of the Special City Council Meeting of November 4, 2014; and 2) Minutes of the Regular City Council Meeting of November 4, 2014. Recommendation: Approve. B. PUBLIC ARTS COMMISSION ACTIONS – MEETING OF OCTOBER 1, 2014 The City Council is requested to review the Public Arts Commission actions of their regular meeting of October 1, 2014. Recommendation: Receive and file. C. PLANNING COMMISSION ACTIONS – REGULAR MEETING OF OCTOBER 28, 2014 The City Council is requested to review the Planning Commission actions of their regular meeting of October 28, 2014. Recommendation: Receive and file. D. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS – MEETING OF OCTOBER 8, 2014 The City Council is requested to review the Transportation and Public Safety Commission actions of their regular meeting of October 8, 2014. Recommendation: Receive and file. E. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS – MEETING OF OCTOBER 22, 2014 The City Council is requested to review the Transportation and Public Safety Commission actions of their regular meeting of October 22, 2014. FIRST AMENDMENT TO THE CITY’S PROFESSIONAL SERVICES AGREEMENT WITH TEMPLE CITY CHAMBER OF COMMERCE City Council’s approval of the amendment allows for contractual scope revisions that clarify expectations between both parties, and which better align with the Chamber’s business oriented role and partnership with the City. Recommendation: Approve a First Amendment to the City’s Fiscal Year 2014-15 Professional Services Agreement with the Temple City Chamber of Commerce. G. APPROVAL OF LINDEN WALK SCULPTURAL DESIGN The City’s development agreement with Olson Company required installation of a public art sculpture at the southwestern boundary of the Linden Walk subdivision. The Public Arts Commission has recommended a final artwork design for City Council review and approval. Recommendation: Approve the design for Balance, an art sculpture to be located at the Linden Walk subdivision. H. VISA CARD REPORT The City Council is requested to review, receive and f ile the Visa Card report. Recommendation: Receive and file. I. ADOPTION OF RESOLUTION NO. 14-5050 APPROVAL OF PAYMENT OF BILLS The City Council is requested to adopt Resolution No. 14-5050 authorizing the payment of bills. Recommendation: Adopt Resolution No. 14-5050. 8. PUBLIC HE ARING – None 9. UNFINISHED BUSINESS A. FISCAL YEAR (FY) 2014-15 CITY BUDGET – FIRST QUARTER BUDGET AMENDMENTS City Council Agenda November 18, 2014 Page 4 of 6 The recommended appropriation adjustments are necessary to ensure actual spending levels in individual line items do not exceed budgeted appropriations at the close of the first quarter of FY 2014-15. Presentation: Administrative Services Director Recommendation: Authorize staff to revise various budgeted appropriations for the FY 2014-15 City Budget as indicated in Attachment “A” to ensure actual spending levels are within budgeted appropriations during the current fiscal year. B. FIRST QUARTER FINANCIAL STATUS REPORT To keep the City Council updated on the status of the City’s financial activities, on a quarterly basis for FY 2014-15, the First Quarter Financial Status Reports (i.e., Treasurer’s Report, Revenue Summary Report, Expenditure Summary Report, and Capital Improvement Financial Status Report) are presented. Presentation: Administrative Services Director Recommendation: Receive and file the First Quarter (i.e., July- September 2014) Financial Status Report. 10. NEW BUSINESS A. INSTALLATION OF ALL-WAY STOP CONTROL AT THE INTERSECTION OF LONGDEN AVENUE AND ENCINITA AVENUE The intersection of Longden Avenue and Encinita Avenue has previously been identified as having limited sight visibility. A Safety Review of the intersection has determined that the installation of an all-way Stop control is appropriate and justified pursuant to CA-MUTCD requirements. Presentation: Community Development Director Recommendation: Adopt Resolution No. 14-5049 approving the installation of an all-way Stop control and related signs and pavement markings at the intersection of Longden Avenue and Encinita Avenue. 11.
