1. CALL TO ORDER

Mayor Blum called the City Council Regular Meeting to order at 7:30 p.m. in the
Council Chambers located at 5938 Kauffman Avenue, Temple City.
2. ROLL CALL.

ALSO PRESENT: City Manager Cook, City Attorney Vail, City Clerk Kuo,
Economic Development Manager/Assistant to the City

3. INVOCATION
Pastor Jim Walden from First Baptist, 6019 Baldwin Avenue, provided the Invocation.
4. PLEDGE OF ALLEGIANCE
Jim Clift, Traffic and Public Safety Commissioner, led those present in the Pledge of
Allegiance to the Flag.
5. PRESENTATIONS
A. PROCLAMATION — HOMELESS AWARENESS WEEK
Mayor Blum proclaimed November 17-21 Homeless Awareness Week.
Wendy McGrail, Saint Luke Catholic Church, spoke regarding the services
provided by the Temple City Homeless Coalition of Churches.
Dan Lewis, United Methodist Church, announced that the Temple City
Homeless Coalition of Churches will be hosting a Thanksgiving lunch at the
First United Methodist Church on November 22, 2014, for the needy and

homeless in Temple City
Mayor Blum added Pet of the Month presentation to the agenda.
Dick Yost, San Gabriel Valley Humane Society Board Member, and Diane Rios,
volunteers for the San Gabriel Valley Humane Society, introduced the featured pet
for the month "Hunter". Hunter is approximately five years old. Those interested in
adopting him can call the San Gabriel Valley Humane Society at (626) 286-1159.
B. PRESENTATION - SHERIFF'S MONTHLY UPDATE
Since the August and September Sheriffs monthly meeting with the City
Council was cancelled, Sergeant Miranda provided a brief overview of criminal
activities in the city for the month of August and September.
6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Abraham Mercado, Metro representative, spoke regarding the State Route 710 North
Study.
John Chow, Temple City property owner, requested City Council consider a
building/zoning code change. He would like City Council to eliminate the 3,500
square feet limitation on two story constructions.
Catherine Overlease, Temple City resident, shared her love for the city. Encouraged
the residents to visit the businesses in the city and obey the laws of the city.
Jerry Jambazian, Temple City business owner, expressed concern regarding the
speeding vehicles in the city. Asked when the city will have a motor unit to help
enforce speed limits.
Mary Kokavko, Temple City resident, commented about a construction project on Las
Tunas Drive.
7. CONSENT CALENDAR
Councilmember Yu made a motion to approve the consent calendar items.

1) Minutes of the Special City Council Meeting of October 17, 2014; and
2) Minutes of the Regular City Council Meeting of October 21, 2014.

B. PARKS AND RECREATION COMMISSION ACTIONS — SPECIAL MEETING
OF OCTOBER 15, 2014
The City Council is requested to review the Parks and Recreation Commission
actions of their special meeting of October 15, 2014.
Action: Received and filed.
C. ADOPTION OF RESOLUTION NO. 14-5045 APPOINTING COUNCILMEMBER
CYNTHIA STERNQUIST AS TEMPLE CITY'S REPRESENTATIVE ON THE
BOARD OF TRUSTEES OF THE SAN GABRIEL VALLEY MOSQUITO &
VECTOR CONTROL DISTRICT
City of Temple City is one of 24 member agencies that comprise the San
Gabriel Valley Mosquito & Vector Control District. The District provides
mosquito and harmful disease vector control services for its member agencies.
As part of its membership in the District, Temple City controls one seat on the
District's Board of Trustees. The District has requested that the City Council
appoint a qualified individual to the Board of Trustees prior to its January 9,
2015 meeting.
Action: Adopted proposed Resolution No. 14-5045
appointing Councilmember Cynthia Sternquist as
the City's representative on the San Gabriel
Valley Mosquito & Vector Control District Board
of Trustees for a two-year term of office ending
on December 31, 2016.
D. APPROVAL OF A REVISED SERVICE AGREEMENT WITH ONTARIO
REFRIGERATION SERVICE, INC. FOR MECHANICAL, MAINTENANCE, AND
REPAIR SERVICES FOR HEATING, VENTILATION, AND AIR
CONDITIONING SYSTEMS AT CITY FACILITIES
City Council is requested to approve a revision to Section 9.3 (Liquidated
Damages) of the agreement. In the original agreement approved by the City
Council, the in lieu fee for liquidated damages was $500 per day. This amount
has been reduced to $25 per day.

Action:
1) Reviewed and approved a revised service agreement with Ontario
Refrigeration Service, Inc. for mechanical, maintenance, and repair services
for heating, ventilation, and air conditioning systems at City facilities; and
2) Authorized the City Manager to finalize and execute the service agreement
with Ontario Refrigeration Service, Inc.
E. ADOPTION OF RESOLUTION NO. 14-5044 OF THE CITY COUNCIL OF THE
CITY OF TEMPLE CITY APPROVING ASSIGNMENT OF DELINQUENT TAX
RECEIVABLES TO THE CALIFORNIA STATEWIDE COMMUNITIES
DEVELOPMENT AUTHORITY FOR PRIOR FISCAL YEARS, AND
AUTHORIZING EXECUTION AND DELIVERY OF RELATED DOCUMENTS
AND ACTION
Staff has identified a program offered by the California Statewide Community
Development Authority (a statewide joint powers authority sponsored by the
League of California Cities and the California State Association of Counties)
which will allow the City to realize the immediate collection of delinquent
property tax receivables, providing for additional resources to the General Fund
on an on-going basis.
Action: Adopted Resolution No. 14-5044, authorizing the
City's participation in a program to fund property
tax delinquencies.
F. PETTY CASH REPORT
The City Council is requested to review, receive and file the Report.
Action: Received and filed.
G. ADOPTION OF RESOLUTION, NO. 14-5046 APPROVAL OF PAYMENT OF
BILLS
The City. Council is requested to adopt Resolution No. 14-5046 authorizing
the paymnt of bills.
Action: Adopted Resolution No. 14-5046.

10. NEW BUSINESS
A. UPDATE ON DIAL -A -RIDE TRANSPORTATION SERVICES PROVIDED BY
SOUTHLAND TRANSIT, INC.
Temple City's Dial -A -Ride program provides transportation services to the
elderly and persons with disabilities. City's current Dial -A -Ride provider,
Southland Transit, Inc. began providing transportation service to Temple City
resident on July 1, 2014. The City Council has requested an update on the
Dial -A -Ride transportation program in regards to customer concerns and
complaints.
Parks and Recreation Director Burroughs gave a brief summary of the staff
report.
City Council directed staff to provide another update in March, 2015, after the
Park and Recreation Commission's annual Dial -A -Ride service meeting in
February, 2015.
Councilmember Sternquist shared concerns and complaints she had received
from the Dial -A -Ride riders. She suggested two meetings a year between the
city and Southland Transit, Inc. instead of one.
Southland Transit, Inc. representatives answered Councilmember Sternquist's
questions.
Mayor Blum opened public comment.
Catherine Overlease, Temple City resident, shared that she witnessed a near
accident of a Dial -A -Ride vehicle.
Mary Kokavko, Temple City resident, complained about not being able to speak
to a dispatcher at Southland Transit, Inc. during operating hours.
Hearing no additional request to speak, Mayor Blum closed public comment.
Councilmember Yu made a motion to receive and file update on the Dial -A -Ride
transportation services provided by Southland Transit, Inc. Seconded by
Councilmember Sternquist and unanimously carried by the following votes:

B. REQUEST FROM SING TAO NEWSPAPERS TO MODIFY THE APPROVED

HOURS FOR THE 2015 LUNAR NEW YEAR STREET FESTIVAL
The City Council agreed to host and co-sponsor the 2015 Festival subject to
certain operating hours. Sing Tao is requesting to modify the approved hours to
create a daytime/nighttime event, which they believe will be more successful.
Mayor Pro Tem Chavez recused himself from considering this item due to
potential conflict of interest.
Community Development Director Forbes gave a brief summary of the staff
report.
Mayor Blum and Councilmember Sternquist recommended modifying Sunday's
hour to 8 p.m. instead of 10 p.m.
May Li, Sing Tao Newspapers representative, spoke and stated that they would
be agreeable to amending the event hours from noon to 10 p.m. on Saturday
and noon to 8 p.m. on Sunday.
Councilmember Sternquist made a motion to approve the request to modify the
hours for the 2015 Lunar New Year Street Festival hours (i.e., Saturday, noon
to 10 p.m. and Sunday, noon to 8 p.m.). Seconded by Councilmember Yu and
carried by the following votes:

12. UPDATE FROM CITY MANAGER
City Manager Cook reported that Temple Sheriffs Station has a new Captain (i.e.,
Coronne Jacob). He looks forward to working with her.
13. COUNCIL REPORTS REGARDING AD HOC OR STANDING COMMITTEE
MEETINGS
A. ROSEMEAD BOULEVARD IMPROVEMENT PROJECT STANDING
COMMITTEE
(Councilmember Yu and Mayor Blum) — Formed 6/3/2011

Mayor Blum reported that the standing committee last met on October 24. The
standing committee is still working with staff to complete the installation of the
remaining artwork for Rosemead Boulevard.
Councilmember Yu shared that the City received a couple of awards from the
American Society of Landscape Architect for the Rosemead Boulevard
Improvement Project.
B. SCHOOL DISTRICT/CITY STANDING COMMITTEE
(Mayor Pro Tem Chavez and Mayor Blum) — Formed 1/3/2012
Mayor Blum reported that the standing committee last met on September 9. The
City Council had a joint meeting with the Board Members.
Mayor Pro Tem Chavez commented that the standing committee meeting is a
good way for both organizations to share ideas and communicate events that
would affect the citizens of the City. Therefore, the standing committee should
remain active.
C. CITY CODE REVIEW STANDING COMMITTEE .
(Mayor Pro Tem Chavez and Councilmember Vizcarra) — Formed 11/6/2012
Mayor Pro Tem Chavez and Councilmember Vizcarra commented that this
standing committee was established to update City's outdated codes. The
standing committee meets as needed and should remain active.
D. CIVIC CENTER MASTER PLAN STANDING COMMITTEE
. (Councilmember Yu and Mayor Blum) —Formed 5/13/2013
Councilmember Yu reported that the standing committee last met on July 13.
Staff is working on a City Hall needs assessment. Mayor Blum commented that
this standing committee should remain active.
E. STRATEGIC PLAN IMPLEMENTATION STANDING COMMITTEE
(Mayor Pro Tem Chavez and Mayor Blum) — Formed 1/27/2014
Mayor Blum commented that the standing committee is working with staff to
establish a procedure to implement the City's Strategic Plan. The standing
committee will remain active for another two to three months.
F. LAS TUNAS DOWNTOWN REVITALIZATION STANDING COMMITTEE
(Councilmembers Vizcarra and Yu) — Formed 2/18/2014
Councilmember Yu reported that staff presented draft findings of traffic report to
the standing committee. The standing committee directed staff to come back

with recommendations. This standing committee should remain active.
G. FUTURE DEVELOPMENT OF CITY PROPERTIES STANDING COMMITTEE
(Councilmembers Vizcarra and Yu) — Formed 2/18/2014
Councilmember Yu reported that the standing committee last met on
September 26. The standing committee discussed regarding the lease of City's
property on Primrose and demolition of the Temple City Boulevard dwelling.
This standing committee should remain active.
H. AUDIT STANDING COMMITTEE
(Councilmember Yu, Mayor Pro Tem Chavez, and Planning Commissioner
Curran) — Formed 7/15/2014
Councilmember Yu reported that the standing committee last met on October
31. The standing committee met with staff and the auditor (i.e., Vasquez and
Associates). The staff and consultant will bring back a final report and
committee will make decisions.
FACILITIES, PUBLIC WORKS, AND INFRASTRUCTURE AD HOC
COMMITTEE
(Councilmember Yu and Mayor Blum) — Formed 2/4/2014
Mayor Blum reported that the standing committee last met in. April. The
standing committee should remain active until the procedure to implement the
City's Strategic Implementation Plan has been completed.
J. CITY ATTORNEY EVALUATION AD HOC COMMITTEE
(Mayor Pro Tem Chavez and Mayor Blum) — Formed 8/19/2014
Mayor Blum reported that the standing committee is in the process of working
on this. Will mostly likely finished with addressing the City Attorney evaluation in
the next few months.

Councilmember Sternquist reported on the conferences she attended and on
the Foothill Transit meetings.

Mayor Blum commented about the storm water funding option report and
announced that the nomination period for City Council starts next Monday,
November 10. The City's General Municipal Election will be held on March 3,
2015.

records.

The City Council meeting was reconvened at 9:21 p.m. with all Councilmembers
present.
